Fondly remembering a consultation many years ago for a temporary shelter in #parkdale. Planners are often nervous because of angry backlash from residents opposed to shelters. In this case Perks warned the planner that locals were going to be like, harm reduction practices had BETTER be permitted in this shelter, can people bring pets, why so few spaces, why is it only temporary…

Lastly, before the dinner break, former councillor and deputy mayor Jennifer McKelvie is now the MP for Ajax, so Council needs to replace her. Chow says she prefers a by-election, "to respect democracy", rather than an appointment. It passes 19-1, only Burnside against. Councillors speculate irreverently about his possible motives. https://secure.toronto.ca/council/agenda-item.do?item=2025.CC30.1
Cllr Cheng has a motion about "sightlines for the General Activity Area" at the Willowdale Manor seniors' home. (Her "thing" is pursuing all possible ways of curbing a supportive housing development nearby: https://www.cbc.ca/news/canada/toronto/willowdale-cheng-modular-housing-toronto-1.6876806) It fails the 2/3 vote to introduce.
Now I'm going hooooome
-
Cllr Malik has a long "yay Toronto, yay football" speech.
The Mayor's motion passes with a show of hands.
Colle protests. Nunziata: "I thought your motion was only "let's get the pizza." Colle's motion for a report on the community activation plan also passes.
-
"If we get the Serbians here, oh boy"—Cllr Colle, no context
-
The Mayor now has a motion to "live within our means" and not spend anything beyond $340 million.
Cllr Morley challenges her colleagues to a planned pre-FIFA soccer game in Nathan Phillips Square. I imagine this playing out much like in DS9 when they had the baseball game.
-
Anyway, re: FIFA, the problem is that the province was like "we'll give you $97 million" but is now like, "oh, not all in, like, cash form. Like, we fund Metrolinx, which is going to help with FIFA, right?" Which is a problem now that (surprise surprise) hosting the matches is going to be more expensive than originally estimated.
News story: https://www.cbc.ca/news/canada/toronto/fifa-toronto-ontario-costs-city-council-1.7539782
-
Sounding more like a harried grade school teacher than ever, Nunziata says, "Councillor Colle wants pizza," so the mayor suggests a break from 6:30-7 for pizza.
-
The item passes handily. Now on to FIFA funding (https://secure.toronto.ca/council/agenda-item.do?item=2025.EX23.17). The feds and province are chipping in…but maybe not enough?
-
Colle is referring to "condo warehouses" (around transit stations). He thinks this is clever.
-
TL;DR: province takes over big money eating highway (among other things), in exchange City gives province land for province transit thing, land will be upzoned for "Transit Oriented Communities", local residents mad becaues like park i'm tired ok
Cllr Colle blames [Minister of Infrastructure] Kinga Surma.
-
Fletcher is like, this is old news, there's been plenty of consultations already, this thing is going ahead. "I hold those consultations. I don't expect the City/Metrolinx to hold them for me…I don't think City Council has to instruct anybody to have a consultation about something happening in their ward."
Lots of bickering ensues off-mic, which is the shit I come here in person for. You don't get this on the livestream.
-
Right, now back to EX23.2 (https://secure.toronto.ca/council/agenda-item.do?item=2025.EX23.2).
If the Toronto-Ontario New Deal was so great why isn't there a—
Mayor Chow: "The sooner we get done with this item the sooner we can get started on a 'New Deal Part 2'."
-
checks watch It's "Nunziata screeching at everyone to get back to their seats" o'clock
(and now quick releases, when councillors "release" items they initially held for debate, often with a quick recorded vote)
-
Quick recess so people who came for this item can leave, FUCK ALL Y'ALL I'M STAYING

CW: Vote results (lots of motions)
Pasternak's motion changing 20m to 100m fails 8-17.
Pasternak's motion changing 20m to 50m carries 13-12.
Matlow's motion to put it in Transportation Services' budget (I think) fails.
Chernos Lin's motion to put it under the jurisdiction of the City Manager & fund accordingly carries 18-7.
Chernos Lin's motion changing "disapproval" to "discouragement" (????) carries 19-6.
Chernos Lin's motion (I think) adding "where the Childcare Centre, Place of Worship or School is co-located with other uses" carries.
One of Matlow's motions (protecting showing placards, emphasizing not prohibiting Charter rights [????]) fails 6-19
Chernos Lin's motion clarifying it really doesn't apply to labour disputes carries 19-6.
Matlow's motion automatically applying bubble zones to all facilities fails 4-21.
Chernos Lin's motion removing requirement for recent demonstrations near venue carries 16-9.
Chernos Lin's motion extending 180-day span to 1 year carries 13-12.
Chernos Lin's motion allowing bylaw enforcement staff to bring in police carries 20-5, and her motion for staff to be "assisted by police" carries, disappears too fast for me to see the vote total and Nunziata didn't say it lol
Chernos Lin's motion removing prohibition against making a "false or misleading" application, and penalty for filing same, carries 14-11.
Chernos Lin's motion for property owners to coordinate with emergency services for safety plan blah blah blah carries 17-8.
Perks's motion to release confidential legal advice on staff-recommended bylaw fails 12-13, which is interesting but, I think, irrelevant given that that's not what they've passed anyway.
Item as amended carries 16-9. Righto.
You can see the full text of the motions and vote results here: https://secure.toronto.ca/council/agenda-item.do?item=2025.CC30.5
Sorry I cannot link to individual motions as THEY STILL DON'T HAVE SEMANTIC MARKUP
-
Huh. It really looks like the mayor isn't going to speak on the motion?
Speaker Nunziata asks legal staff to comment on Chernos Lin's motion. Perks, like a dog hearing someone say "Walk?", leaps to his feet with a point of order: you can't have a second round of questions to staff. "I challenge you, you've been challenged."
Bradford, being a little shit, says Perks challenged the Chair because "he doesn't want Council to have that information."
Holyday says there's totally a rule allowing for it. The Clerk says the rule is only in the case of if a City official's personal reputation has been, like, besmirched.
I'm sitting here on the edge of my seat like

For duration of his time as "Mayor" of our Amalgamated City of Toronto,
On his lapel above his Heart,
John Tory wore his Order of Ontario Pin.
Unlike all previous Megacity Mayors, Lastman, Miller, & Ford,
Tory chose to NOT wear the Official City of Toronto Pin.
He ALWAYS chose Province First,
City of Toronto Last.
