Global South & the TDG
Many people in the Global South are too busy trying to through their impoverished day. They are too traumatized to build a new democracy.
Many people in the Global North spend their spare time watching entertainment. They have the resources to build a new democracy:

PBS hosts "Civics Nations" a contest where American high schools compete to who best knows the trivia of American civics.
I am a critic of this system.
The trivia does little to convince future blue-collar workers that American democracy is working for them.
