My previous theory was that he has the same powers as Mary (blood control) which he could use as puppetry but he would make a more versatile use of his powers/try to heal himself if it were the case.
Mary might be able to do a lot of stuff including puppeting people but in this episode we saw a limitation to her power: when she heals annabeth everyone has nosebleeds which I interpret as her drawing their life force to heal.

Jordan saying cypher is "always in pain" made me think cypher is an human controlled by the burned man (explaining why he has no compound v in his blood).
The pain is from the accident that we saw burned him.
It explained how he knew the burned man saw cate despite him being unable to talk.
It also explain the voyeurist scene with sage.
The knife thing might be that he doesnt feel the pain of the host body and doesn't care about his life.
