Học sinh hoàn thành chương trình THCS sẽ không còn nhận bằng tốt nghiệp, thay vào đó hiệu trưởng xác nhận vào học bạ. Với THPT, hiệu trưởng sẽ trực tiếp cấp bằng tốt nghiệp cho học sinh đủ điều kiện. Quy định mới được Quốc hội thông qua nhằm tinh gọn thủ tục và giao quyền tự chủ cao hơn cho nhà trường.
