@Linkshaender Well, I understand at least some of these, sometimes very important, details. And I understand that in particular situation it may be importatn to distinguish between them. Howeer, here, I am try to discuss something more general on in a more abstract way: I would like to to agree with you (or someone) that the topic / issue / question "Union Guests" belongs to level 4 or 3 and not to levels 2 and 1.

With respect to the guests, I propose: We should not get started about the stupidity of the politicians. We should not get started about the idiotic policies. We should use the motivation for something more efficient.

@Pierrette Yes, the treatment of the guests is an issue. An important one. Yet, I believe (a) "our" definition of what Union we want (level 2) should not include specific about the guests' treatment; (b) taking fight with the idiotic treatment is counterproductive; (c) there are better strategies. (It'll be complicated argument. I intend to present it. I am looking forward to your and others' views.)
