    Penny Simmonds has announced the ten winners of the National Party's "Is Your Polytech Self-Financing" contest. As expected, it includes all the big players.

    Simmonds admits that Te Pūkenga was in surplus, but said that was because the "duplication of bureaucracy" in the head office had gone.

    So despite Te Pūkenga saving money, the Nats are smashing it into pieces again and reduplicating ten smaller bureaucracies.

    I suspect Penny is vibe-governing.
