Bill O’Reilly Says Spain Is “The Worst” — But What About Hacienda?

Dear Cherubs, Bill O’Reilly has apparently decided that Spain belongs in the international naughty corner. But while his recent criticism focused mainly on Spain’s relationship with the United States and NATO, the country’s tax system is a separate story — and one that can make Hacienda feel like the guest who never leaves.

O’Reilly’s comments are worth separating from the tax debate because the two issues are easy to mash together. In a recent edition of his No Spin News programme, O’Reilly described Spain as “the worst” while discussing the country’s relationship with the United States, saying he had travelled extensively around Spain but would not return unless journalism required it. His criticism centred on defence and political disagreements, not specifically on the Spanish tax authority.

So, if you have seen claims that O’Reilly specifically called Spain the worst because of Hacienda, that particular connection should be treated cautiously. I could not verify a reliable source showing him making that precise argument.

THE HACIENDA QUESTION

That does not mean the Spanish tax system lacks material for a lively conversation.

Spain’s Agencia Tributaria, commonly known as Hacienda, has extensive powers to administer and enforce taxation. The agency also makes substantial use of data analysis and technology to detect possible tax fraud. Research and reporting on its methods describe sophisticated systems capable of analysing financial and corporate relationships.

For ordinary residents, the complexity can be the real headache. Tax residence, worldwide income, property, investments, foreign assets and regional differences can all become relevant depending on an individual’s circumstances.

And Spain is not simply a high-tax country in one uniform sense. Regional governments can affect personal taxation, while separate taxes and reporting obligations can apply to wealth, property and overseas assets.

This is where the story gets particularly interesting for foreigners living in Spain.

FOREIGNERS, PAPERWORK AND THE FAMOUS “HACIENDA” FEAR

Spain’s tax administration has developed a reputation among some expatriates and advisers for being particularly demanding. That reputation is partly fuelled by high-profile disputes and the sheer complexity of the rules.

There is also a history behind some of the criticism. Spain’s controversial Modelo 720 foreign-asset declaration was challenged at European level, and the European Court of Justice ruled in 2022 that aspects of its penalty regime were disproportionate.

That doesn’t mean Hacienda is uniquely hostile to taxpayers, nor does it mean every expatriate will encounter problems. It does mean that the popular image of Spain as simply “sun, beaches and cheap living” can leave out an important detail: tax residency is serious business.

The bigger lesson from O’Reilly’s remarks is therefore less about whether Spain really is “the worst” and more about separating political criticism from verifiable facts.

Spain can be criticised for its policies, defended for them, or simply observed. Hacienda can be examined on its rules and enforcement. And O’Reilly’s personal assessment can remain exactly that: his assessment.

Alternative interpretations of O’Reilly’s comments are possible, particularly because his remarks were made in a broader political discussion rather than as a detailed analysis of Spanish taxation.
