This is exactly my experience when working to flip institutions to decrease meat intake.
Of course, it is a more pragmatic approach, there are also other social mechanisms at play (e.g. some people just need very clear positions and not a messy gradual improvement with its contradictions, also, of course reformist movements have always the danger of a hostile takeover.
But it is really interesting that in absolute numbers it is way more effective to have many people reducing their meat consumption a bit (thereby paving the way for larger reductions in the medium term) instead of waging purity wars in small numbers, as counterintuitively it might be from an ethical perspective.
