    There was some commentary on BT that made a similar point. So, Tory is now free of any obstacle his questionable behaviour may have provided, to push through Ford's agenda at the upcoming budget meeting. If he did leave now, the deputy mayor would not have the strong mayor powers that Ford gave the mayor.

  5. This makes more sense. #JohnTory has resigned in the sense that there's no point criticizing him: he's already taken responsibility for his poor judgment.

    But he most definitely hasn't resigned in the sense that he will stop doing his job, and so will continue exercising his dubious judgment on issues that will impact the lives of the 4 million people living in #Toronto.
