I was always kind of amused how Imperial Stormtroopers have been described as elite soldiers of the Empire but they don't appear as such in the OT films - until recent events...Elite here basically doesn't mean elite in the sense of SAS or Navy SEALS, but more like ICE or maybe the Brown Shirts, as in fanatical loyal believers. I really doubt the "legion of best troops" that the Emperor alluded to on Endor were really elites, but his most fanatically loyal troops.
