I'm at Stafford library today. Last month, the Reform-led council made the local libraries remove all pride displays.
So I was pleased to see that there's a member of staff wearing a lanyard in trans pride flag colours. And I'm wearing my "Protect trans kids" t-shirt.
(The t-shirt is accidental - when I got dressed this morning, I wasn't expecting to end up in Stafford).

The #Insurrection #Act authorizes the president to deploy military forces inside the United States to suppress #rebellion or domestic #violence or to enforce the law in certain situations.
The statute implements Congress’s authority under the Constitution to “provide for calling forth the Militia to execute the Laws of the Union, suppress Insurrections and repel Invasions.”
It is the primary exception to the #Posse #Comitatus #Act, under which federal military forces are generally barred from participating in civilian law enforcement activities.
Although it is often referred to as the “Insurrection Act of 1807,” the law is actually an amalgamation of different statutes enacted by Congress between 1792 and 1871.Today, these provisions occupy Sections 251 through 255 in Title 10 of the United States Code.
Under normal circumstances, the Posse Comitatus Act forbids the U.S. military
— including federal armed forces and National Guard troops who have been called into federal service
— from taking part in civilian law enforcement.This prohibition reflects an American tradition that views military interference in civilian government as being inherently dangerous to liberty.
Invoking the Insurrection Act temporarily suspends this rule and allows the president to deploy the military to assist civilian authorities with law enforcement.
That might involve soldiers doing anything from enforcing a federal court order to suppressing an uprising against the government.
Of course, not every domestic use of the military involves law enforcement activity.
Other laws, such as the #Stafford #Act, allow the military to be used to respond to natural disasters, public health crises, and other similar events
without waiving the restrictions of the Posse Comitatus Act.In theory, the Insurrection Act should be used only in a crisis that is truly beyond the capacity of civilian authorities to manage.
However, the Insurrection Act fails to adequately define or limit when it may be used and instead gives the president significant power to decide when and where to deploy U.S. military forces domestically.
Troops can be deployed under three sections of the Insurrection Act.
Each of these sections is designed for a different set of situations.
Section 251 allows the president to deploy troops if a state’s legislature
(or governor if the legislature is unavailable)
requests federal aid to suppress an insurrection in that state.This provision is the oldest part of the law, and the one that has most often been invoked.
While Section 251 requires state consent,
Sections 252 and 253 allow the president to deploy troops without a request from the affected state,
even against the state’s wishes.Section 252 permits deployment in order to
“enforce the laws” of the United States or to
“suppress rebellion” against the U.S. government whenever
“unlawful obstructions, combinations, or assemblages, or rebellion”
make it “impracticable” to enforce federal law in that state by the
“ordinary course of judicial proceedings.”Section 253 has two parts.
The first allows the president to use the military in a state to suppress
“any insurrection, domestic violence, unlawful combination, or conspiracy”
that “so hinders the execution of the laws”
that any portion of the state’s inhabitants are deprived of a constitutional right
and state authorities are unable or unwilling to protect that right.Presidents Dwight D. Eisenhower and John F. Kennedy relied on this provision to deploy troops to desegregate schools in the South after the Supreme Court’s landmark decision in Brown v. Board of Education.
The second part of Section 253 permits the president to deploy troops to suppress
“any insurrection, domestic violence, unlawful combination, or conspiracy”
in a state that
“opposes or obstructs the execution of the laws of the United States

Another aspect of debt,
considered as an information technology,
is that if affects the information environment of the borrower.If you are managing a company which has borrowed money,
making your payments becomes one of the survival conditions for that company.At low levels of debt, generating short term cash flow is one priority among others,
but for a highly indebted company it becomes a signal which swamps all others.You might want to change the world, but if you don’t meet the coupon payments, you’ll never get the chance to see if your other strategic priorities would have worked.
Consequently, a company with lots of debt cannot help but have a bias toward the short term.
Which might be considered problematic,
as the last few decades in the Western capitalist world have seen the rise of an industry
(leveraged buyouts, or “private equity”)which has made it part of its fundamental operating strategy to load companies up with debt.
Considered in this light, debt is a technology of control as well as of information
– it’s a means of exerting discipline on management teams who might otherwise be tempted to follow priorities other than short-term financial returns.This is, as far as I can tell, the real meaning behind the populist critiques of “#financialisation” in the economy.
There’s really nothing particularly bad about the growth of the financial sector,
even to the extent that it’s outstripped the growth of the “real” economy.Quite simple mathematics ought to be enough to convince us that as the economy grows,
the number of links and relationships between producers, consumers and investors will grow at a faster rate,
and so you’d expect the parts of the economy in which decision making and information processing take place to grow faster than the “real” economy.It’s the same logic by which the brains of primates take up proportionally more energy than those of rodents;
finance is part of the real economy, just like the cerebellum is a real organ.
What’s bad about “financialisation” is neither more nor less than the over-use of debt.
Modern corporations do often behave badly,
and they make systematically worse decisions than they used to,
this isn’t a delusion of age.They do this partly because they have outsourced key functions
(cutting themselves off from important sources of information),and partly because their priorities are warped by the need to generate short term cash flow.
Both of these problems can in large part be traced back to the private equity industry,
working either as a direct driver of excess leverage,
or as a constant threat which makes managers behave as if they were already subject to its discipline.#Management #science and #cybernetic #history is all about things which began as solutions,
💥then turned into problems because the world changed.Once upon a time, back in the 1970s,
private equity and LBOs were the solution to a problem of lazy, sclerotic incumbent management teams,
self-dealing and failing to make tough decisions.But it’s now the 2020s, and private equity may itself be the biggest problem in our global information processing system.
The way that corporate history progresses is that we try to keep up with the ever-increasing complexity of the world,
