Al #Shabaab (AS) has already largely benefitted from the spat and seems to have formed close ties with the #Houthis.

A new secessionist movement appeared in the West, in relation with the project of an Ethiopian naval base. The MoU triggered a proxy war with former ally #Djibouti, which now supports both #SSCKhatumo and #Awdal secessionists. Khatumo forces recently launched a raid on Erigavo, in #Sanaag, contesting Somaliland’s continued control of its coastline.

Last year, #Djibouti had supported #Somaliland against the #Puntland-supported #Dhulbahante clan. The latter, which fought to escape state repression and a possible #genocide, has since routed Somaliland’s army, founded the region of #SSCKhatumo and officially rejoined #Somalia.

The Somali response had initially been exceptionally firm and her position strong on all accounts. #Somaliland was uniquely weakened to begin with, including on account of #SSCKhatumo’s secession last August. The MoU also weakened #Awdal’s loyalty. All of #Somalia’s partners and major international organizations sided with Mogadiscio, including #Ethiopia’s all-weather partner #China. Ethiopia seemed to hesitate.

Interestingly, they labeled #Somaliland actions a “#genocide”. #Ishaaq-dominated Somaliland also bases the legitimacy of its claim for independence on a genocide carried out by federal forces against the Ishaaq clan in the 1980's.

A stray #Houthi missile landed in #Somalia
Despite initial reports the object may have been an Ethiopian drone, authorities from #SSCKhatumo - the region that seceded from #Somaliland and reunited with Somalia last year - confirmed it was a Houthi missile. It made no casualties.

One way forward could be a dialogue with Mogadiscio, that seemed to have been miraculously restarted last year — two days before the Ethiopian MoU was inked. It nevertheless proved federal #Somalia was willing to go in that direction. Another clue is the lack of federal funding allocated to #SSC-#Khatumo so far. Whether memory of the #Ishaaq #genocide can be grappled with and relations normalized, within or outside of federal Somalia, is another issue entirely.

They follow in that the example of the #Dhulbahante, which managed to defeat #Somaliland’s army with the support of #Puntland last August, and were formally reunited as the 6th region of federal #Somalia in October (#SSC-#Khatumo).

Neighbouring #Somaliland has been deeply destabilized by a recent civil war that allowed for the secession of #SSC-#Khatumo last summer, as well as the signing of a MoU with #Ethiopia that opens the possibility of an all-out war with her Somali neighbour, including insurgencies in Somaliland itself and in the Somali region of Ethiopia. Somaliland's leadership is itself fragilized, hindering the state's capabilities in terms of maritime security.
