This is a problem that can be alleviated to some extent if we use #verifiablecredentials to issue a VC of the background check with a 30 or 60 day validity so that costs can be reduced for the most vulnerable. The issuing companies public key can be hosted in either a Blockchain such a as the #sovrin networks or even a much simpler method such as a file in a state government domain in the web. @Identitywoman
