📦 Flatpak primește o finanțare de 508.000 € pentru a întări securitatea și izolarea (sandboxing) aplicațiilor Linux!

Publicația Linuxiac raportează o victorie majoră pentru ecosistemul de aplicații desktop pe Linux: proiectul Flatpak a obținut un grant masiv în valoare de 508.000 € acordat de fondul german Sovereign Tech Fund (STF) pentru a îmbunătăți arhitectura de securitate și mecanismele de izolare a aplicațiilor.

✨ Punctele cheie ale acestei investiții:

🛡️ Izolare (Sandboxing) mai strictă și mai granulară:
• Principala direcție a fondurilor va fi refacerea și consolidarea sistemului de permisiuni, asigurând că aplicațiile rulat în modul izolat nu pot accesa neautorizat fișierele personale, camera, microfonul sau alte resurse critice ale sistemului gazdă.

🖥️ Modernizarea infrastructurii de portaluri (XDG Desktop Portals):
• Dezvoltarea de interfețe și dialoguri mai clare pentru utilizatori, permițând un control fin (la cerere) asupra drepturilor pe care o aplicație le solicită atunci când rulează pe mediile desktop GNOME, KDE Plasma sau altele.

🌐 Integrare și securizare pentru Flathub:
• Îmbunătățirea procesului de verificare a aplicațiilor din magazinul Flathub, verificarea lanțului de aprovizionare (supply chain security) și prevenirea atacurilor de tip malware sau contrafacere de pachete.

🤝 Finanțare susținută de Sovereign Tech Fund:
• Această finanțare vine din partea Guvernului German prin STF, un fond creat special pentru a susține sustenabilitatea, securitatea și infrastructura critică din ecosistemul tehnologic Open Source global.

📌 Concluzie:

Această finanțare masivă reprezintă un pas decisiv spre maturizarea formatului Flatpak, aducând nivelul de securitate și confidențialitate din Linux Desktop la un standard competitiv cu sistemele comerciale moderne precum macOS sau Android! 🚀

Neu drin: warum die größte Weiche gar nicht beim Staat steht (Spoiler: 264 Milliarden), was der Schulterschluss aus Wirtschaft, Forschung und Zivilgesellschaft in Bayern gerade gestoppt hat, und drei (oder sogar vier) Hebel für alle, die nicht auf 2030 warten wollen.

Digitale Souveränität ist kein Sparprogramm!

Frankreich hat letzte Woche etwas getan, das hierzulande als sehr unhöflich gilt: Es hat die eigene IT-Abhängigkeit beim Namen genannt. „Vassalisierung" nennt der Untersuchungsausschuss der Assemblée nationale den Zustand, in dem sich der französische Staat gegenüber außereuropäischen Softwareanbietern befindet. Wir in der deutschen Gesellschaft für Informatik nennen das digitale Kolonie.

Die Zahlen dahinter sind erschreckend. 1,5 Milliarden Euro gibt Frankreichs öffentliche Hand pro Jahr für nicht-europäische proprietäre Software aus. Rund 80 Prozent der öffentlichen Softwarebeschaffung entfallen auf die typischen US-Anbieter. Für etwa eine Milliarde davon existieren heute schon einsatzfähige Open-Source-Alternativen.
Die Antwort des Ausschusses sind 29!!! Vorschläge, darunter drei mit Ansage: eine Open-Source-Pflicht in der staatlichen Beschaffung ab 2030, „zéro Microsoft" an den Schulen, eine eigene Stiftung für freie Software.
Und jetzt passiert in der Debatte das Übliche. Alle rechnen.

„Eine Milliarde Lizenzkosten gespart!"
Das ist die Schlagzeile, die hängen bleibt. Darum ging es niemals!!!
Digitale Souveränität ist kein Sparprogramm. Wer sie als eines verkauft, hat sie beim nächsten Haushaltsloch schon wieder verloren. Sparposten werden gestrichen, sobald es eng wird.
Der eigentliche Punkt ist nicht, wie viel Geld wir nicht mehr ausgeben. Der Punkt ist, wohin es stattdessen fließt.
Heute finanzieren diese Milliarden die Weiterentwicklung genau der Technologie, von der wir abhängig sind. Jede Lizenzrechnung an Big Tech ist eine Investition in die Vertiefung der eigenen Abhängigkeit.

Dieselben Milliarden in europäische Open-Source-Entwicklung investiert, sind etwas fundamental anderes: Sie finanzieren die Projekte selbst und vor allem die Dienstleister, die sie maintainen, härten, weiterentwickeln und Services darauf aufbauen. Ein Ökosystem, in dem Kompetenz, Unternehmen und Wertschöpfung hier entstehen. Das ist übrigens exakt das Modell, mit dem Big Tech groß geworden ist: Plattform finanzieren, Ökosystem drumherum binden. Wir müssten es nur endlich auf uns selbst anwenden.

Das Bemerkenswerte am französischen Bericht: Er hat das verstanden. Er fordert nicht nur die Beschaffungspflicht, sondern gleich die Finanzierungsstruktur dazu,  eine Open-Source-Stiftung, einen Fonds und einen europäischen Sovereign Tech Fund. Letzterer nach deutschem Vorbild, das muss man sich auf der Zunge zergehen lassen: Das Instrument haben wir erfunden. Frankreich will es jetzt europäisch skalieren, während wir 100-seitige Strategiepapiere drucken und danach klaglos die nächsten Milliarden nach Redmond überweisen.

Dass es funktioniert, zeigt Frankreich seit Jahren im Kleinen. Die Gendarmerie hat seit ihrem Linux-Umstieg 2004 über 500 Millionen Euro eingespart und nebenbei eigene IT-Kompetenz aufgebaut, statt sie wegzulizenzieren. Was viel wichtiger ist.

Man kann über den Zeitplan streiten. 2030 ist sportlich, ein Bericht ist noch kein Gesetz, und der Bericht selbst dokumentiert ehrlich, wie tief das Problem sitzt denn im französischen Justizministerium liegt die IT-Auslagerungsquote bei über 60 Prozent. Aber er benennt den einen Hebel, der wirklich zieht: die Beschaffung. Nicht als Sparinstrument, sondern als Investitionsinstrument.

Echte Souveränität entsteht nicht durch Verzicht. Sie entsteht, wenn der Geldhahn nicht zugedreht, sondern umgeleitet wird in die eigene technologische Basis statt in die eigene Abhängigkeit.

Applizieren wir das jetzt auf das vorhandene Problem:

• China produziert offensichtlich sowohl beliebte "dumme" Komponenten wie Panels als auch beliebte "schlaue" Komponenten wie die Wechselrichter.

• Letztere haben leider ein Plasterouter-Syndrom.

• Deutschland hat ein massives Hinterherhinken in Rollout was dezentrale Solar/Renwables+Storage angeht wenn man den Daten trauen kann.

• Noch mehr Regulation und Markteingriff wird hier absehbar nicht zu mehr Rollout, Verfügbarkeit und preislicher Attraktivität führen. Es gilt also den "Wild-West-Modus" aktiv zu embracen und zu nutzen.

• Es wirkt auf mich wie eine interessante Idee ein OpenWRT der Wechselrichter sowohl auf Software als auch Hardware-Ebene zu triggern.

• Das Ziel sollte hier dann sein, dass China Hardware in Masse baut die im wesentlichen diese Blaupausen relativ unverändert umsetzt es aber gleichzeitig ermöglicht wird in Europa die aktuellste Version von "Wechselrichter OpenWRT" drauf zu flashen und aktuell zu halten.

• Hier könnte sich eine Förderung a la @sovtechfund / STF durchaus lohnen.

• Ebenfalls wäre u.U. eine Nutzung im Lehrbetrieb auch nützlich.

• Differenzierende Angebote Dritter und somit Wettbewerb sind auf dieser Basis vermutlich immer noch grundsätzlich möglich.

• Vermutlich dürfte hier die sinnvolle Regulationslandschaft deutlich struppiger sein als für den allgemeinen Homerouter basierend darauf, dass es sich hier um Leistungshardware handelt.

• Dort ist aber letztlich ohnehin durch die üblichen Ansprüche der EU hinsichtlich kontinuierlicher Wartung ohnehin ein Wandel zu erwarten. 'We're not doing it because it's easy, we're doing it because its hard' or so said someone some other time...

If you're wondering what's going on, since we just posted an opening for a new Communications Lead at the #SovereignTechAgency, I'm not going anywhere. When we fill this position, I'll be moving into a new role as Chief of Staff, applying the experience, context, and insight I've been honing in communications to more areas in the organization.

It feels like a good moment to look back on the last three-plus years. I joined when we were still the #SovereignTechFund, a single program with a handful of people (two of us as team members 5 & 6 started back in May 2023). Today we're the Sovereign Tech Agency, with multiple programs and a team that's grown several times over. Somewhere in that evolution, naming things (programs, the organization itself, even job titles) has been its own kind of work. Figuring out how to describe what we do to the outside world has, again and again, helped bring more clarity internally too.
