Cómo torean la ley europea Alphabet, Meta y Amazon, que acaparan dos tercios de todos los ingresos publicitarios en internet

Solo tres grandes tecnológicas estadounidenses, Alphabet, Meta y Amazon, acaparan dos tercios de todos los ingresos publicitarios en internet, según el último informe del Ranking Digital Rights (Índice RDR 2025), que este año está dedicado a las Big Tech. Estas compañías, que controlan la infraestructura por la que fluyen los anuncios en línea y manejan volúmenes astronómicos de datos personales, están oponiendo mucha resistencia para cumplir con la Ley de Servicios Digitales (DSA en sus siglas en inglés) de la Unión Europea, especialmente en aquellos aspectos relacionados con el impacto en los derechos humanos de sus sistemas algorítmicos, la transparencia de los mecanismos que impulsan su negocio publicitario, la difusión de propaganda y desinformación (especialmente en las redes sociales de Meta y X, la antigua Twitter) o la libertad de expresión e información, y privacidad de los usuarios.

Estados Unidos exportó a Europa en 2022 servicios digitales por valor de 187.000 millones de dólares, según el analista Jerry Par P.. Si bien es cierto que la UE exporta a USA muchas más mercancías que las que importa de Norteamérica, como argumenta el presidente Donald Trump, Estados Unidos vende muchos más servicios en línea a Europa gracias a la hegemonía en el ciberespacio de las multinacionales tecnológicas estadounidenses.

Este año, Meta ha desmantelado su programa de verificación de datos de terceros y permitido el uso de lenguaje deshumanizante

El Índice RDR 2025: Edición Big Tech evalúa a 14 de las plataformas digitales más grandes del mundo en relación con sus políticas y prácticas en materia de gobierno corporativo, libertad de expresión e información, y privacidad. El informe constata que «a medida que las empresas se apresuran a desarrollar inteligencia artificial (IA), la concentración de poder dentro de las grandes tecnológicas nunca ha sido tan flagrante. Un estudio de SOMO, una organización sin ánimo de lucro dedicada a la rendición de cuentas corporativa, ha demostrado que Alphabet, Amazon, Apple, Meta y Microsoft adquirieron un promedio de una empresa cada once días entre 2019 y 2025″.

Las tecnologías desarrolladas por algunas de las empresas evaluadas en el Índice RDR están profundamente entrelazadas con las guerras de Ucrania, Palestina, la República Democrática del Congo y Sudán. «Alphabet, Amazon y Microsoft han desarrollado herramientas diseñadas para la guerra y la integración con armas letales. Su infraestructura en la nube ha impulsado campañas militares», denuncia el estudio.

Por otra parte, en un entorno de auge internacional de la extrema derecha, «el crecimiento de la IA generativa se ha disparado desde el lanzamiento de ChatGPT en 2022, lo que agrava los riesgos para los procesos democráticos y aumenta la preocupación por el impacto ambiental de la IA».

En general, las puntuaciones de la mayoría de las empresas analizadas han mejorado desde el último Índice RDR, aunque ninguna obtuvo una nota superior al 50%. Ésta es la tercera evaluación desde 2018, en la que destaca el progreso notable de la china Alibaba, la norteamericana Meta y la coreana Samsung.

Sin embargo, las sombras superan con creces a la luz en el análisis. Es clamorosa la falta de transparencia en la gestión de las grandes tecnológicas ante las solicitudes privadas de datos de usuarios o de restricción de contenido y cuentas.

«Otra conclusión preocupante es que algunas de las grandes empresas tecnológicas no realizan evaluaciones periódicas del impacto en los derechos humanos para identificar cómo sus procesos de aplicación de políticas o sus políticas y prácticas de publicidad dirigida afectan los derechos de los usuarios a la libertad de expresión, la privacidad y la no discriminación. Solo Alphabet reveló que estaba evaluando el impacto de sus políticas y prácticas de publicidad dirigida, aunque su divulgación fue limitada y no aclaraba si la evaluación formaba parte de un proceso de diligencia debida sistémico. Tanto Meta como Microsoft son ahora menos transparentes sobre si realizan evaluaciones de impacto en las políticas de publicidad dirigida», revela el Índice RDR 2025. Pero la que se lleva la palma por haber disminuido notablemente la transparencia es X, la antigua Twitter.

En cuanto a las exigencias de datos privados por parte de los gobiernos, que no dejan de aumentar, la mitad de las empresas no publicó ningún informe de transparencia que mostrara la cantidad y los tipos de solicitudes recibidas y atendidas.

Por último, la opacidad de los gigantes tecnológicos en cómo aplican sus propias políticas es especialmente peligrosa. «En enero de 2025, Meta anunció el desmantelamiento de su programa de verificación de datos de terceros, comenzando por EEUU, y actualizó sus políticas para permitir el uso de lenguaje deshumanizante. La eliminación de la identidad de género de la política de incitación al odio por parte de YouTube en el mismo período también provocó protestas generalizadas», subraya el informe. Estos ejemplos ponen de manifiesto una tendencia creciente entre las grandes plataformas: están cambiando sus políticas para justificar su comportamiento actual.

The #oil firm Shell cannot be allowed to withdraw from the Niger delta before it takes #responsibility for its toxic legacy of pollution and the safe decommissioning of abandoned oil infrastructure, a report says.

Shell plc is preparing to divest from the delta but a report warns that it must remain until it has cleaned up its legacy of pollution.

The report, by the Centre for Research on Multinational Corporations (Somo), says historical pollution remains a serious issue in the area and accuses Shell of trying to avoid responsibility despite the billions of dollars it has earned from the oil.

The allegations come as the Labour MP Clive Lewis said in the House of Commons that the departure of Shell, a #British #company, from the delta raised serious concerns that its #environmental responsibilities and obligations could be evaded.

The report says there is a big transparency gap around the issue of funding for decommissioning. #Nigeria has legal requirements for companies to set aside funds for decommissioning, but there is no means to establish how much funding companies have – or have not – set aside, the report said.

Researchers for #Somo could not find any confirmation that Shell has set up a fund or funds to cover the decommissioning of the oil mining leases it has sold.
