    It screams #SocialVulnerability to me, and with that, I feel compelled to say that "social vulnerability" is so much more than people who don't speak English. There are reams of research out there about social vulnerability, and it gives #emergencymanagement planners numerous new ways to think about #risk and #preparedness. Check it out!
