In 2021, the European Union faced a very difficult year due to the ongoing pandemic. However, the European Investment Bank (BEI) played a crucial role in supporting our economy and implementing European public policies, especially through emergency financing, economic recovery aid, and assistance to small and medium-sized enterprises.

To ensure a fair geographical distribution of funding and special attention to less attractive investment regions, the BEI must continue to strive for balance. Additionally, as I previously argued in a previous report, strengthening the BEI's capital is even more urgent now after the invasion of Ukraine, so we can increase investments in Europe.

Proposals:

1. The BEI should prioritize geographical balance in its funding to ensure that all regions benefit from investment opportunities.
2. The BEI should provide special attention to less attractive investment regions to support their economic growth.
3. The BEI's capital must be strengthened to increase investments in Europe, especially after the invasion of Ukraine.
4. The BEI should continue to play a leading role as the "Bank of Climate" in Europe, supporting initiatives that address climate change and promote sustainable development.

I brought up two important points during my speech. Firstly, we need to focus on supporting small and medium-sized businesses (SMEs) instead of just giving loans to big companies. The European Investment Bank (EIB) was not set up to fund large corporations, but private banks are struggling to lend to SMEs because of European anti-money laundering rules that make it expensive and complicated. We need to address the root of the problem!

Secondly, I pointed out that there is an imbalance in credit distribution, with 42% of loans going to just three countries: Italy, France, and Spain. In the future, we should aim for a more balanced geographical distribution of credit.

To tackle these issues, I suggested that the EIB should focus on funding a high-speed rail network in Europe, which would benefit all EU member states and contribute to achieving our shared goals, such as sustainability and economic growth. This approach would also ensure more balanced credit distribution and benefit everyone!
