With respect, you're more or less describing the current SH1. The Southern Alps keeps the road coastal in many places. I guess when they originally built the road, flooding and coastal inundation weren't a consideration.
Even if ploughing through the Southern Alps was an option, they're overdue for a decent rupture soon which has to influence any long term planning.
I think we're stuck with the existing road for the foreseeable future.

SH1 closed near Moeraki
A two-vehicle crash near Moeraki Boulders Rd closed State Highway 1 about 90 minutes ago.
"Both lanes are fully closed and motorists are advised to avoid unnecessary travel, as there are no alternate routes available."
