Originally ordered by Sweden as Seversky 2PA fighter bombers (called the B6 in Swedish service), only 2 of the 52 ordered were delivered before an arms embargo was emplaced. The Imperial Japanese Navy Air Service purchased 20 Seversky 2PA escort fighters as the Seversky A8V1. This caused friction with the USAAC and may led to a loss of further sales.
