The thing about writing sex scenes is they are set pieces. In the broadest of strokes, the same rules apply as for writing car chases, fight scenes, or musical numbers.

Writing a sex scene is not all that different from writing a fight scene. They are both, in screenwriting terms, a kind of set piece.
Outline the main beats, the shifting power dynamics, where it starts vs where it ends, character goals & intrinsic obstacles, what changes, what escalates / what regresses, what's revealed.
