Blowback of NEP (92(a)?) lead to this legislation federally allowing this, and it is that legislation they are leaning on.
Saskatchewan is cold and sparsely populated, being impacted by rules meant for toronto. Laws impact saskatchewan harder than other parts of canada.
Saskpower arguing that they can't move to renewables as fast because of carbon tax, trying to make excuses for its poor management by pointing blame on trudeau.
