I've decided to check SM64 ROM Manager and I can't find any licenses besides a few files that have the Apache License and Microsoft copyrights in the headers, besides SM64lib which is under the MIT License. This means that I don't think SM64 ROM Manager is FOSS, rather source available, unfortunately. In good Mario romhacking news, NSMBe, the New Super Mario Bros. (DS) editor is FOSS under the GPL and runs under Wine.
