The analyst, Hans-Jakob Schindler, says that terrorist groups (and thankfully he doesn't just talk about fundamentalist Islamic groups like IS, but says right wing groups do this as well) advise their adherents to use cars precisely because of the camouflage and the ease of attack.
What so many cities have not attempted is to make it convenient and accessible to get around (including with large loads that people tend to say they need a car for) on public transit, pedestrian-only, human-powered (including with e-assist) cycle-only, and multi-use paths (kick scooter, skating, etc) while simultaneously banning most personal cars.
