Behold this immutable fact of city-building. We've always built the most expensive way possible. Previous council took real, bold steps to fix this. New council debating repeal. In it's place, what? I also wonder why cities aren't closing these places / preventing them from opening on the basis of #zoning or #permits. Warehouses, in general, are not certified for human #habitation, and zoning laws generally prohibit this sort of conversion without #rezoning.
