Gaming the metrics: Emanuel Kulczycki says the history of Soviet central planning in Eastern Europe has led to a focus on counting articles & the word count of books. Keynote on the last day of PUBMET. Many scholars maintain the status quo by doing the minimum at the lowest possible cost. Researchers are under resourced, so they find 'legal' loopholes to meet institutional requirements.
