There seems soms logic in that;
- IF you don’t have money there is a chance you will need welfare thus “exploit the generosity of the American people”
- IF you have money you will NOT need welfare.

How to distinguish between the two?
Easy, you pay Trump a lot of money and then you can come in and exploit the Americans themselves and make lots of money and be big friends with Trump, Musk, Bezos etc.
