Im MENA-Talk spricht Jasmin Arémi mit der Politikwissenschaftlerin Dastan Jasim über die Lage der Kurden nach dem Sturz des Assad-Regimes, die Verschiebung von Machtverhältnissen in Syrien und die Folgen einer geopolitischen Gleichgültigkeit.
" Jasmin Arémi (JA): Frau Jasim, Sie kommen aus einer kurdischen Familie mit einer sehr politischen Geschichte. Können Sie zu Beginn Ihren fachlichen und persönlichen Bezug zu #Syrien und insbesondere zu den kurdischen Regionen skizzieren?
Dastan Jasim (DJ): Ich komme aus einer kurdischen Familie, meine Eltern sind als politische Flüchtlinge nach #Deutschland gekommen. Mein Vater war im Widerstand gegen Saddam Hussein aktiv, meine Mutter stammt aus #Halabdscha, jener Stadt, in der 1988 der große Giftgasanschlag verübt wurde. Politische Gewalt und Konflikte waren daher von Beginn an Teil meiner Lebensrealität.
Ich selbst bin in Deutschland geboren, habe aber früh viel Zeit in #Kurdistan verbracht und dort die politischen Debatten um die kurdische Frage intensiv miterlebt. Dieses transnationale Aufwachsen hat mein Interesse zunächst akademisch, später auch beruflich geprägt. Als ich 2013 mein Studium begann, verschärfte sich die Lage erneut dramatisch. Mit dem Auftreten des sogenannten Islamischen Staates (#IS) im Jahr 2014 wurde ein Raum, in dem sich #Kurdinnen und #Kurden zuvor grenzüberschreitend bewegt hatten, zu einem transnationalen Kriegsgebiet.
Parallel erlebte ich in Deutschland innermigrantischen #Rassismus sowie die Kriminalisierung der kurdischen #Freiheitsbewegung. Es wurde deutlich, dass die Konflikte, vor denen meine Eltern geflohen waren, auch hier fortwirken. In meinem Studium habe ich mich deshalb auf sicherheitspolitische Fragen und politische Soziologie in den vier Teilen Kurdistans konzentriert. Ich habe längere Zeit vor Ort geforscht, unter anderem an der American University in Sulaimaniyya. Daraus entstand schließlich meine Doktorarbeit, eine vergleichende Analyse der kurdischen politischen Kultur in allen vier Teilen Kurdistans.
Neues Machtgefüge
JA: Nach dem Sturz des #Assad-Regimes im Dezember 2024 hat sich das Machtgefüge in #Syrien neu geordnet. Wie hat sich seitdem die Stellung PKK-naher Gruppen innerhalb der kurdischen Bewegung und gegenüber Damaskus verändert?
DJ: Personelle und ideologische Überschneidungen gab es immer. Die PKK war von Beginn an transnational organisiert und die Schriften #AbdullahÖcalans bilden bis heute eine zentrale ideologische Grundlage vieler Institutionen in Nordostsyrien. Entsprechend gibt es auch Kommunikation zwischen dem #PKK-Zentrum in #Kandil und den Akteuren vor Ort.
Zugleich hat sich mit der Gründung der Syrischen Demokratischen Kräfte (SDF) im Jahr 2015 Entscheidendes verändert. Die #SDF mussten zunehmend eigenständig agieren, militärisch, politisch und organisatorisch. Militärisch bedeutete das einen grundlegenden Lernprozess. Während die PKK-Guerilla auf den Krieg in den Bergen und mobile Operationen spezialisiert ist, kämpften Volksverteidigungseinheiten (#YPG) und SDF in flachen Gebieten und Städten, häufig ohne schwere Waffen. Erst die Luftunterstützung durch die Vereinigten Staaten veränderte die Kräfteverhältnisse.
Hinzu kam die gezielte Öffnung der SDF für arabische, assyrische und #aramäischeGruppen. Ziel war der Aufbau einer multiethnischen Streitkraft. Dafür wurden zahlreiche Ausnahmen gemacht, etwa bei Wehrpflicht oder der #Selbstverwaltung in mehrheitlich arabischen Regionen wie #Manbidsch oder #Raqqa. Es war klar, dass ein klassisches PKK-Kaderprinzip dort nicht tragfähig gewesen wäre.
Die zugrunde liegende Idee einer »demokratischen Nation« sah vor, dass unterschiedliche Gruppen ihre #Autonomie behalten, sich aber politisch koordinieren. Dieses Projekt ist letztlich an einem Faktor gescheitert, dem tief verankerten antikurdischen #Rassismus in Teilen der arabischen Bevölkerung. Seine Wurzeln reichen bis in die syrische Baath-Zeit zurück, als Kurden systematisch vertrieben und Araber angesiedelt wurden. Über Jahrzehnte hinweg wurde die Existenz der #Kurdinnen und #Kurden propagandistisch infrage gestellt.

"Despite the announced agreements between Syrian Democratic Forces and the transitional government in Damascus, displaced people continue to flock to Al-Hasakah province, where the number of displaced people since the beginning of escalation has exceeded 11,000 people of over 1,600 families.
This coincides with disastrous humanitarian conditions and poor response for securing safe shelters and ensuring food and health security.
In this context, SOHR activists have confirmed that the displaced people are in urgent need of infant formula, medicines, food and other essentials, including dignity kits for women and girls."
The main organization I can vouch for at the moment is WJAS - the Free Women's Foundation of Syria. They are doing on the ground support for displaced people and have been for years. I will post how to donate to them as soon as I can.

Kobanê is under attack!
After the Tishreen Dam and the Arabic towns of Ayn Issa and Sirrin fell into the hands of the jihadist gangs, the frontline reached Kobanê. The city which stopped ISIS in 2014 and became the turning point leading to the territorial defeat of ISIS later is under siege again. #Kobanê is encircled by the Turkish border on the one side, on the other the jihadist gangs are approaching.
The jihadist gangs of the Jolani-regime are now attacking the Aqtan Prison in #Raqqa. The aim is to free thousands of #ISIS prisoners. The prison is attacked with drones and heavy weapons. The resistance to repel the attack continues strong. While the usual number of detainees is about 2.500, the current number is unknown. It is these ISIS members who coordinated the bombings in Europe before they were captured. The so-called ceasefire of yesterday was never put in practice. Attacks on #SDF / #YPJ as well as on the society are continuing. The reported war crimes of the jihadist gangs reach from femicides in Raqqa, over executions of captured fighters and people opposing the attacks to kidnappings. The massacres the Jolani-regime committed in other parts of Syria are continuing right now, targeting especially women and women fighters. The SDF, YPJ, and Internal Security Forces responded to all of these attacks and the resistance continues.

In #Raqqa kommt es aktuell zu Angriffen auf das Al-Aqtan-Gefängnis nördlich der Stadt. Dort befinden sich über 5.000 inhaftierte Kämpfer des sogenannten Islamischen Staats.Bereits in den letzten Tagen wurden IS-Kämpfer durch die #HTS freigelassen.
