# YPJ CAMPAIGN

A campaign under the slogan "We are all YPJ" has been started and is gaining attention both nationally and internationally. The women's movement and organizations of Rojava started this campaign the 26th of April with the aim to have YPJ be part of the integration process.
As we have mentioned before, the role of YPJ and NES's women's organizations more generally, is and will continue to be a stickling point in the negotiations because women's struggle is a foundation of the revolution while at the same time al-Sharaa with his islamic fundamentalist ideology does not want to legitimize women's power and rightful place in society.

# UNREST AND REPRESSION UNDER STG

- Amid increasing living costs, protests took place in different cities of Syria, including Damascus. Prices of oil and gas are being raised by the government, reaching prices impossible to pay for most of the population. The government recently issued a decree announcing that every demonstration has to be approved by the government beforehand or it will be considered illegal.

- Following some clashes in Homs where a government soldier was killed by an Alawite man, a wave of attacks and raids against Alawite population once again took place in that region, not as big as before but still inflaming ethnic tensions and conflicts.

- In Haseke, after government forces removed the sign in Kurdish and arabic to change it for one in arabic and english, a wave of protests erupted around the building, removing the new sign and demanding the one that included kurdish language to be put back.

- In Idlib, a brigade of Uzbek radical islamists clashed with government forces after some of their members were arrested. This is the second incident involving foreign fighters in Idlib after in October some French islamist groups also clashed with government forces on the outskirts of their training camp close to the Turkish border.

# MIT AIDING ARAB TRIBAL FORCES

Reports are circulating about alleged meetings between MIT (Turkish intelligence) and some tribal leaders, to negotiate and build groups able to carry out attacks and killings in kurdish majority areas of north east Syria. Allegedly, MIT is providing weapons, training and funding to some men connected to what has been presented as "tribal armies", building an underground network able to carry out insurgent attacks on Kurdish regions. Those groups may be able to count with tacit government support while allowing government forces to deny any official links, building on tactics of paramilitary counter-guerrilla that the Turkish State has been using for decades against the kurdish movement.

# LARGEST CONVOY OF RETURNEES TO AFRIN

A fifth convoy of Afrin refugees departed from Haseke on May 10th, comprising an estimated 1,600 families of Kurds, who were forced to leave their homes in 2018 following the Olive Branch military operation. This has been the largest so far, bigger than the forth one that traveled on early May with around 1,000 families.
The first of these convoys went to Afrin on March 9, and consisted of around 400 displaced families. A second group of around 200 families arrived on April 4, followed by a third convoy of approximately 800 families that reached Afrin on April 14. So in total we are counting around 4000 families that returned to Afrin, even if the conditions there are still unclear as the influence of the Turkish state and its armed groups, comprised of former SNA, still have a heavy presence in the region.

# RESHUFFLING POWER POSITIONS ON SYRIA'S GOVERNMENT

Ahmad al‑Sharaa issued a series of presidential decrees introducing new appointments to senior positions within the Presidency and several ministries.
Under the decrees, Abdulrahman Badr al‑Din al‑A‘ma was appointed Secretary-General of the Presidency, replacing Maher al‑Sharaa, the brother of the president. Khaled Fawaz Zaarour succeeded Hamza Mustafa as Minister of Information. In the Agriculture Ministry, Bassel Hafez al‑Suweidan was named minister, replacing Amjad Badr.
The decrees further appointed new governors in several governorates; Ghassan Elias al‑Sayyed Ahmad as Governor of Quneitra, replacing Ahmad al‑Dalati, Murhaf Khaled al‑Naasan as Governor of Homs, Ahmad Ali Mustafa as Governor of Latakia, Ziyad Fawaz al‑Ayesh was appointed Governor of Deir ez‑Zor.

# STALLING OF PEACE PROCESS IN BAKUR

In recent declarations, leaders of the apoist movement stated that the peace initiative with Turkey has been effectively "frozen", since Ankara has failed to implement the necessary legal and political reforms to advance the process.
The Apoist Movement leadership also held a press conference marking the first anniversary of the PKK’s dissolution congress, were they evaluated the achievements of the Kurdish liberation movement. They remarked that the dissolution of PKK should be understood as a new beginning for the Kurdish liberation movement, opening space for political and democratic developments.

# EVALUATION

In the last month we saw how the war tensions between US and Israel against Iran continue to cast their shadow over the whole Middle East. Western powers formalize their ties with the Syrian government, and today (May 11th) Syria and the EU will hold the first high-level political talks since the fall of the Assad regime. It is expected that the talks will focus on establishing a political framework for the relations between the EU and Syria and to assess EU support for economical recovery and political transition.

The project of the Autonomous Administration of NES as an official institution is ending, as talks about integration into the Syrian State are becoming the everyday life in NES. The revolutionary movement is working to defend the values and achievements of the revolution as the formal institutions dissolve, but the communes and the grassroots movement continue on its path. Many people ARE sad about those loses, but at the same time very aware of the reasons behind it.

The decisions of SDF and the DAANES prevented a bloodbath, and everyone on the ground is very aware of that. The lives of the people of NES were put in front of any political agenda, allowing for a relative peace and calm on the ground. The political and military bodies of NES maneuvered in the best way possible to avoid any massacres or long bloody battles. As prisoners exchange go on, families celebrate that their sons and daughters come back home, knowing that in other conditions they wouldn't be able to see them ever again.

At the same time, important political achievements have been reached for Kurds in Syria, with their rights formally recognized in the constitution and official decrees. That brings some hopes for political struggle instead of simply continuation of war, but everyone is aware that those agreements mean nothing if people are not organized and ready to fight when the state tries to walk back on any of those achievements. The means of self-defense have also been somewhat preserved, making sure that SDF didn't end up surrendering or simply giving up weapons.

Today is clear that al-Sharaa is a good strategist. He used his cards very well to achieve the central position he wanted. He is a pragmatist with no problems to compromise the ideological lines of his organization in order to strengthen his own grip on Syrian State power. How much he will try to return to his Islamist roots as he consolidates power, how much he will simply embrace western capitalist politics and play the role of responsible head of state for western powers is something that will become more clear in time to come.

Today is clear that al-Sharaa is a good strategist. He used his cards very well to achieve the central position he wanted. He is a pragmatist with no problems to compromise the ideological lines of his organization in order to strengthen his own grip on Syrian State power. How much he will try to return to his Islamist roots as he consolidates power, how much he will simply embrace western capitalist politics and play the role of responsible head of state for western powers is something that will become more clear in time to come.

# YPJ CAMPAIGN

A campaign under the slogan "We are all YPJ" has been started and is gaining attention both nationally and internationally. The women's movement and organizations of Rojava started this campaign the 26th of April with the aim to have YPJ be part of the integration process.
As we have mentioned before, the role of YPJ and NES's women's organizations more generally, is and will continue to be a stickling point in the negotiations because women's struggle is a foundation of the revolution while at the same time al-Sharaa with his islamic fundamentalist ideology does not want to legitimize women's power and rightful place in society.

# UNREST AND REPRESSION UNDER STG

- Amid increasing living costs, protests took place in different cities of Syria, including Damascus. Prices of oil and gas are being raised by the government, reaching prices impossible to pay for most of the population. The government recently issued a decree announcing that every demonstration has to be approved by the government beforehand or it will be considered illegal.

- Following some clashes in Homs where a government soldier was killed by an Alawite man, a wave of attacks and raids against Alawite population once again took place in that region, not as big as before but still inflaming ethnic tensions and conflicts.

- In Haseke, after government forces removed the sign in Kurdish and arabic to change it for one in arabic and english, a wave of protests erupted around the building, removing the new sign and demanding the one that included kurdish language to be put back.

- In Idlib, a brigade of Uzbek radical islamists clashed with government forces after some of their members were arrested. This is the second incident involving foreign fighters in Idlib after in October some French islamist groups also clashed with government forces on the outskirts of their training camp close to the Turkish border.

# MIT AIDING ARAB TRIBAL FORCES

Reports are circulating about alleged meetings between MIT (Turkish intelligence) and some tribal leaders, to negotiate and build groups able to carry out attacks and killings in kurdish majority areas of north east Syria. Allegedly, MIT is providing weapons, training and funding to some men connected to what has been presented as "tribal armies", building an underground network able to carry out insurgent attacks on Kurdish regions. Those groups may be able to count with tacit government support while allowing government forces to deny any official links, building on tactics of paramilitary counter-guerrilla that the Turkish State has been using for decades against the kurdish movement.

# LARGEST CONVOY OF RETURNEES TO AFRIN

A fifth convoy of Afrin refugees departed from Haseke on May 10th, comprising an estimated 1,600 families of Kurds, who were forced to leave their homes in 2018 following the Olive Branch military operation. This has been the largest so far, bigger than the forth one that traveled on early May with around 1,000 families.
The first of these convoys went to Afrin on March 9, and consisted of around 400 displaced families. A second group of around 200 families arrived on April 4, followed by a third convoy of approximately 800 families that reached Afrin on April 14. So in total we are counting around 4000 families that returned to Afrin, even if the conditions there are still unclear as the influence of the Turkish state and its armed groups, comprised of former SNA, still have a heavy presence in the region.

# RESHUFFLING POWER POSITIONS ON SYRIA'S GOVERNMENT

Ahmad al‑Sharaa issued a series of presidential decrees introducing new appointments to senior positions within the Presidency and several ministries.
Under the decrees, Abdulrahman Badr al‑Din al‑A‘ma was appointed Secretary-General of the Presidency, replacing Maher al‑Sharaa, the brother of the president. Khaled Fawaz Zaarour succeeded Hamza Mustafa as Minister of Information. In the Agriculture Ministry, Bassel Hafez al‑Suweidan was named minister, replacing Amjad Badr.
The decrees further appointed new governors in several governorates; Ghassan Elias al‑Sayyed Ahmad as Governor of Quneitra, replacing Ahmad al‑Dalati, Murhaf Khaled al‑Naasan as Governor of Homs, Ahmad Ali Mustafa as Governor of Latakia, Ziyad Fawaz al‑Ayesh was appointed Governor of Deir ez‑Zor.

# STALLING OF PEACE PROCESS IN BAKUR

In recent declarations, leaders of the apoist movement stated that the peace initiative with Turkey has been effectively "frozen", since Ankara has failed to implement the necessary legal and political reforms to advance the process.
The Apoist Movement leadership also held a press conference marking the first anniversary of the PKK’s dissolution congress, were they evaluated the achievements of the Kurdish liberation movement. They remarked that the dissolution of PKK should be understood as a new beginning for the Kurdish liberation movement, opening space for political and democratic developments.

# EVALUATION

In the last month we saw how the war tensions between US and Israel against Iran continue to cast their shadow over the whole Middle East. Western powers formalize their ties with the Syrian government, and today (May 11th) Syria and the EU will hold the first high-level political talks since the fall of the Assad regime. It is expected that the talks will focus on establishing a political framework for the relations between the EU and Syria and to assess EU support for economical recovery and political transition.

The project of the Autonomous Administration of NES as an official institution is ending, as talks about integration into the Syrian State are becoming the everyday life in NES. The revolutionary movement is working to defend the values and achievements of the revolution as the formal institutions dissolve, but the communes and the grassroots movement continue on its path. Many people ARE sad about those loses, but at the same time very aware of the reasons behind it.

The decisions of SDF and the DAANES prevented a bloodbath, and everyone on the ground is very aware of that. The lives of the people of NES were put in front of any political agenda, allowing for a relative peace and calm on the ground. The political and military bodies of NES maneuvered in the best way possible to avoid any massacres or long bloody battles. As prisoners exchange go on, families celebrate that their sons and daughters come back home, knowing that in other conditions they wouldn't be able to see them ever again.

At the same time, important political achievements have been reached for Kurds in Syria, with their rights formally recognized in the constitution and official decrees. Hussein al-Hassou was known for having relations with the old baath regime, the sheik of Hassou tribe already made a statement distancing itself from his actions. Hussein was recently arrested, but the mobilizations in defense of Rojava flag still ongoing.

# 400 LIBERATED IN A NEWS PRISONER EXCHANGE

400 SDF members were released in the third prisoner exchange with the transitional government. With the current group, the number of people released so far from Northeast Syria has risen to around 870. This last group also included 35 YPJ fighters. The released prisoners were brought to Hassakah. The releases are considered part of an ongoing process, the continuation of which depends on the further implementation of the January 29 agreement. At the same time, the demand remains to free all those still being held. During the offensive, up to 4,000 people from Northeast Syria were abducted, including German journalist Eva Maria Michelmann and her Kurdish colleague Ahmed Polad. Their fate remains unknown.

# UNREST AND RAIDS IN SHEIKH MAGHSOOD

STG forces carried out raids in several Kurdish homes in the neighborhood of Sheikh Maqsoud in Aleppo. The situation in the historic Kurdish neighborhoods is very tense since the attacks on January, that forced many people to flee to save their live. Mass graves had been discovered over recent months, with more that 4.800 bodies that were buried unnamed. Those bodies belong to residents of the neighborhoods (fighters and civilians) as well as SNA fighters who attacked the neighborhoods on January.

# MAYOR OF KOBANE GETS BACK HER POSITION

A delegation from the Kobanê Administration visited Aleppo province a few days ago, and Almaz Romî was officially appointed as Mayor of Kobanê by Aleppo Governor Ezam Xerîb. She worked in different areas of the Kobane administration since 2013, including the the coordination committee of Kongra star in 2018. After the handover ceremony, Almaz Romî said: “Within the framework of the January 29 Agreement, institutions will be integrated with government institutions. Today in Kobanê we have launched the process of integrating the institutions of the Kobanê Municipality into the General People’s Municipality. For this purpose, I held a meeting with the Aleppo Governor two days ago and was appointed as Mayor of Kobanê.”

# ISRAEL MOVES FURTHER IN DARAA COUNTRYSIDE

Israeli army forces continued their advances toward Wadi al-Raqad in the Yarmouk Basin area of Daraa western countryside, southern Syria. SANA agency reported that around 12 Israeli military vehicles crossed through the Tel Abu al-Ghaythar gate along the separation line with the Golan Heights and entered the village of Hamata, raided a young man’s house and arrested him before withdrawing toward the Golan. Areas in the western countryside of Daraa have witnessed repeated incidents involving Israeli raids and artillery since the collapse of the Assad regime.

After the handover ceremony, Almaz Romî said: “Within the framework of the January 29 Agreement, institutions will be integrated with government institutions. Today in Kobanê we have launched the process of integrating the institutions of the Kobanê Municipality into the General People’s Municipality. For this purpose, I held a meeting with the Aleppo Governor two days ago and was appointed as Mayor of Kobanê.”

# QUESTION OF YPJ INTEGRATION INTO SYRIAN ARMY

The position of YPJ is a key stumbling block in the integration process. Publicly made suggestions of what integration should look like from the STG side insist on it becoming part of a (women's) police force, instead of being collectively granted a place in the military which YPJ demands. On April 2nd a YPJ delegation discussed the topic in Damascus and said that the minister showed some openness and 'flexibility'. However what this means concretely is unclear. YPJ, which just celebrated their 14th anniversary, has been a cornerstone of the Rojava revolution and is not willing to dissolve nor to integrate individually.

# TENSIONS IN JALABIYA

According to the agreements between the SDF and STG, important offices should be held by people from the areas they govern. With the appointment of a mayor by the STG, Kobane residents say this is not being applied. Officials from other regions are appointed without the promised consultation of Kobane residents. The people of the city where also violently prevented by STG security forces to express their dissent by way of a statement. This is another point of friction in the integration process. Thus, people took to the streets in protest, and were met with live fire, which they see as a breach of the January 29 agreement.

# SECOND LARGER GROUP OF AFRIN RESIDENTS RETURN

Another convoy of 200 people who were displaced from Afrin now returned with about 145 vehicles from Hesekeh to their homes. As part of the January 29 agreement, STG overlooked the transit.

Additionally, there are plans for a dam that would flood and thereby extinguish at least two villages. Among those is the village Sax which is registered a first grade archaeological site.

# MONTHLY EVALUATION

On the ground in Rojava, not much has changed over March. The situation still seems fragile. The more the time goes, the more negotiations and agreements are falling short on their implementation, it becomes more clear that women liberation is the core of this revolution. It is something we already knew as it is often emphasized, but it is becoming very clear once again. As political and military lines are changing due to "integration", it is the women's movement that helps to remember where are the fault lines and main contradictions located. The discussions about YPJ are the most clear example of it.

For all those forces who those who try to impose their authority, the question of women's freedom, together with the proposal of all nations coexisting together with ethnic and cultural autonomy, is still a problem. It questions their legitimacy, it poses a danger to the program of the Syrian state, as well as to the ongoing regional projects of Israel, US and Turkey. It is a reminder about the real ongoing struggles and the eventuality of renewed war. The military structures of SDF, as well as the civilian bodies of the Autonomous Administration, continue their resistance, navigating the contradictions and conflicts as they come.

One thing is sure, the Syrian civil war is not over yet: there are constant militarized attacks on minorities, there is Assadist underground insurgency, there are powerful Arab tribes who won't accept external domination, there is Israeli intervention in the south, there are Druze who advocate for independence from Syria... And there are also entire battalions of religious fundamentalists, who after more than a decade fighting for an islamic state with al-Qaeda or ISIS, see now themselves integrated in the new Syrian army. Many of them are comfortable as they rise the ranks of state power, but others are disappointed to see the new Syrian government shaking hands with US, Russia and Israel. That is creating a perfect ground for ISIS, which is on the rise again .

Syria is far from any sort of resolution and peace, and on top of all that the new regional war, unleashed by the attacks of Israel and US against Iran, are making things even more complicated. Kurdish forces are trying to keep distance with this war, not just in Syria but also in Iran. Revolutionary forces are working to build up a political alliance with other forces opposed to the Islamic republic, mainly other Kurdish parties but not only. They are not rushing into the war, knowing from experience that war itself won't address the political and ideological struggle that is needed for a real transformation of society.

Still, iranian drones are not only exploding on US bases, but also on critical infrastructure all around middle east. Several locations on the Kurdish regions in Iraq are suffering attacks, including kurdish revolutionary territories close to the iranian border. KRG authorities don't have the capacity to stop iranian dornes, and even the house of Maseud Barzani has become a target for the Shahed drones.

Another sidetrack of this war is how it is serving as excuse for Turkey to stall the peace process started in Bakur. It gives them the perfect smoke cover to simply delay any steps for democratization, leaving the steps taken by the revolutionary movement made in this last year unanswered. Still, many kurds continue working tirelessly for such a peace process. In Öcalans recent message for Newroz, emphasis was put on action, on making the struggle practical. A key term coming up in this regard is the commune, thus efforts of grassroots decentralized self-organisation of society. But when it comes to the Turkish government, seems clear they prefer to wait, leaving doors open to consider what will be more beneficial for them based on the results of the war on Iran.

All this unfolding conflicts are forcing us more than ever to reflect what it means to be a revolutionary. Rojava created an example of what a stateless society can be, navigating a sea of local, regional and geopolitical conflicts with really high consequences. But nothing lasts forever and the situation is constantly changing, constantly evolving. Can we achieve victory through war as the dominant field of struggle? Perhaps the answer might not be the same everywhere. In Kurdistan, the Kurdish Liberation Movement has been fighting a war for over half a century. Currently this movement is taking steps to open their for political maneuvering, shifting away from armed struggle as the main strategy without losing their means of self-defense. Now, can this revolutionary society coexist with the Syrian state and wage this political struggle, can it stop the war? The answer to this is unfolding before our eyes, but the final result is yet to be seen.

The military structures of SDF, as well as the civilian bodies of the Autonomous Administration, continue their resistance, navigating the contradictions and conflicts as they come.

One thing is sure, the Syrian civil war is not over yet: there are constant militarized attacks on minorities, there is Assadist underground insurgency, there are powerful Arab tribes who won't accept external domination, there is Israeli intervention in the south, there are Druze who advocate for independence from Syria... And there are also entire battalions of religious fundamentalists, who after more than a decade fighting for an islamic state with al-Qaeda or ISIS, see now themselves integrated in the new Syrian army. Many of them are comfortable as they rise the ranks of state power, but others are disappointed to see the new Syrian government shaking hands with US, Russia and Israel. That is creating a perfect ground for ISIS, which is on the rise again .

Syria is far from any sort of resolution and peace, and on top of all that the new regional war, unleashed by the attacks of Israel and US against Iran, are making things even more complicated. Kurdish forces are trying to keep distance with this war, not just in Syria but also in Iran. Revolutionary forces are working to build up a political alliance with other forces opposed to the Islamic republic, mainly other Kurdish parties but not only. They are not rushing into the war, knowing from experience that war itself won't address the political and ideological struggle that is needed for a real transformation of society.

Still, iranian drones are not only exploding on US bases, but also on critical infrastructure all around middle east. Several locations on the Kurdish regions in Iraq are suffering attacks, including kurdish revolutionary territories close to the iranian border. KRG authorities don't have the capacity to stop iranian dornes, and even the house of Maseud Barzani has become a target for the Shahed drones.

Another sidetrack of this war is how it is serving as excuse for Turkey to stall the peace process started in Bakur. It gives them the perfect smoke cover to simply delay any steps for democratization, leaving the steps taken by the revolutionary movement made in this last year unanswered. Still, many kurds continue working tirelessly for such a peace process. In Öcalans recent message for Newroz, emphasis was put on action, on making the struggle practical. A key term coming up in this regard is the commune, thus efforts of grassroots decentralized self-organisation of society. But when it comes to the Turkish government, seems clear they prefer to wait, leaving doors open to consider what will be more beneficial for them based on the results of the war on Iran.

All this unfolding conflicts are forcing us more than ever to reflect what it means to be a revolutionary. Rojava created an example of what a stateless society can be, navigating a sea of local, regional and geopolitical conflicts with really high consequences. But nothing lasts forever and the situation is constantly changing, constantly evolving. Can we achieve victory through war as the dominant field of struggle? Perhaps the answer might not be the same everywhere. In Kurdistan, the Kurdish Liberation Movement has been fighting a war for over half a century. Currently this movement is taking steps to open their for political maneuvering, shifting away from armed struggle as the main strategy without losing their means of self-defense. Now, can this revolutionary society coexist with the Syrian state and wage this political struggle, can it stop the war? The answer to this is unfolding before our eyes, but the final result is yet to be seen.

# QUESTION OF YPJ INTEGRATION INTO SYRIAN ARMY

The position of YPJ is a key stumbling block in the integration process. Publicly made suggestions of what integration should look like from the STG side insist on it becoming part of a (women's) police force, instead of being collectively granted a place in the military which YPJ demands. On April 2nd a YPJ delegation discussed the topic in Damascus and said that the minister showed some openness and 'flexibility'. However what this means concretely is unclear. YPJ, which just celebrated their 14th anniversary, has been a cornerstone of the Rojava revolution and is not willing to dissolve nor to integrate individually.

# TENSIONS IN JALABIYA

According to the agreements between the SDF and STG, important offices should be held by people from the areas they govern. With the appointment of a mayor by the STG, Kobane residents say this is not being applied. Officials from other regions are appointed without the promised consultation of Kobane residents. The people of the city where also violently prevented by STG security forces to express their dissent by way of a statement. This is another point of friction in the integration process. Thus, people took to the streets in protest, and were met with live fire, which they see as a breach of the January 29 agreement.

# SECOND LARGER GROUP OF AFRIN RESIDENTS RETURN

Another convoy of 200 people who were displaced from Afrin now returned with about 145 vehicles from Hesekeh to their homes. As part of the January 29 agreement, STG overlooked the transit.

# 4 CIVILIANS ABDUCTED FROM SEREKANIYE

Turkish military police abducted four civilians from occupied Serekaniye handing them over to Turkish secret service. Their whereabouts remain unclear.

# MONTHLY EVALUATION

On the ground in Rojava, not much has changed over March. The situation still seems fragile. The more the time goes, the more negotiations and agreements are falling short on their implementation, it becomes more clear that women liberation is the core of this revolution. It is something we already knew as it is often emphasized, but it is becoming very clear once again. As political and military lines are changing due to "integration", it is the women's movement that helps to remember where are the fault lines and main contradictions located. The discussions about YPJ are the most clear example of it.

For all those forces who those who try to impose their authority, the question of women's freedom, together with the proposal of all nations coexisting together with ethnic and cultural autonomy, is still a problem. It questions their legitimacy, it poses a danger to the program of the Syrian state, as well as to the ongoing regional projects of Israel, US and Turkey. # TENSE NEWROZ AMID CHANGES

Newroz was celebrated by Kurds across Syria, including in Damascus were people are trying out how much room there really is for Kurds under al-Sharaa. Unfortunately it has also gone paired with violence, after an incident where a man in Kobane took down a Syrian flag, ethnic violence was sparked, mostly in Afrin, and by Arab tribes south of Kobane. In response people in Heseke and Qamishlo took to the streets, which led to increased asayis presences in these major cities. The comments of al-Hilali on this situation, spokesperson of the Syrian Presidential Team leading the integration process, emphasize the contradictions that still stand in the way of integration. He stressed their commitment to integration, but also emphasized that there is no place for YPJ in the army and that no parallel structures such as DAANES or Asayis will exist after the completion of the process.

# IRANIAN DRONES ON SYRIA

Drones launched by shia militias in Irak had been targeting positions on Syria, including the american base of Qesrik near Hassakah, where US air defenses repelled a heavy drone attack recently. Iran also threatened to attack hotels in Damascus where US citizens are hosted. Kamikaze drones also targeted several locations in the Kurdish region of Iraq, including US bases and also the residence of Masoud Barzani.

# KCK DISAPPROVES TURKISH PARLIAMENT REPORT

The Kurdistan Communities Union (KCK) expressed strong disagreement and criticism on the report from the Turkish Parliament. The report “National Solidarity, Brotherhood and Democracy Commission” is supposed to be part of the peace process between the PKK and Turkish state, working towards democratic and diplomatic solutions instead of armed struggle. The KCK points out that the parliament refuses to acknowledge the Kurdish issue within Turkey, while at the same time using rhetoric of democracy and willingness. This aligns with the feeling many Kurds and supporters have had about this process, namely that the PKK has made significant steps towards peaceful democratic solutions, while the Turkish state continues its oppression of Kurdish people.

# ISRAEL CONTINUES PROVOCATIONS IN QUNEITRA

On the 27th of March Israeli forces carried out an incursion on the ground to a village in Quneitra. Similar operations have been happening recently, as well as arrests of civilians by the Israeli army on Syrian territory, and setting up of check-points. While the new Syrian Government holds some strong rhetoric against Israel, when it comes to action on the ground the STG comes out a toothless, allowing a long string of violations of Syria's territorial integrity to placate Israel.

# YPJ CAPTURED FIGHTERS FREED AFTER PRISONER SWAP

2 Arab YPJ fighters captured by HTS forces in Deir Ezzor last January had been set free with the ongoing prisoner swaps between SDF and the forces of the transitional government. The case spread in media after a video was published in social networks with the 2 YPJ fighter being presented as a "gift" to “Abu Mujahid”. In a recent interview with Narîn Axîn, back in her YPJ uniform, she commented on their capture and release, reaffirming her will to continue struggling for the women's revolution back on the ranks of YPJ.

# UN EFFORTS IN SYRIA

UN is consolidating relations with the Syria Transitional Government. In a recent meeting between Syria’s Minister of Social Affairs and Labor, Hind Kabawat, with Nathalie Fustier, the acting Resident and Humanitarian Coordinator for UN operations in Syria, they discussed expanding cooperation on humanitarian and social programs. Syria's Ministry of Foreign Affairs and Expatriates also welcomed the UN investigation report on Suweida, where the UN final report praised the transparency that the government demonstrated, giving unprecedented access to Syrian territory and institutions to the UN investigation commission. That opening of Syria to international institutions can be also see reflected in new bilateral agreements with western countries, like a new signed deal with Germany for boosting emergency response centers or newly created joint Business Councils with Italy and Spain.

# CONFERENCE IN TURIN ON KURDISH STUDIES AND RESEARCH

On the 26th and 27th of March a conference was held in Turin, Italy, about the current juncture that the Kurdish Freedom Movement is at. It is a collaboration between an Italian Turin univeristy, Garmian an Iraqi Kurdish university, Rojava university, the newspaper Amargi and others. Many important figures of the Kurdish movement were in attendance to speak.

# TENSE NEWROZ AMID CHANGES

Newroz was celebrated by Kurds across Syria, including in Damascus were people are trying out how much room there really is for Kurds under al-Sharaa. Unfortunately it has also gone paired with violence, after an incident where a man in Kobane took down a Syrian flag, ethnic violence was sparked, mostly in Afrin, and by Arab tribes south of Kobane. In response people in Heseke and Qamishlo took to the streets, which led to increased asayis presences in these major cities. The comments of al-Hilali on this situation, spokesperson of the Syrian Presidential Team leading the integration process, emphasize the contradictions that still stand in the way of integration. He stressed their commitment to integration, but also emphasized that there is no place for YPJ in the army and that no parallel structures such as DAANES or Asayis will exist after the completion of the process.

The KCK points out that the parliament refuses to acknowledge the Kurdish issue within Turkey, while at the same time using rhetoric of democracy and willingness. 2 Arab YPJ fighters captured by HTS forces in Deir Ezzor last January had been set free with the ongoing prisoner swaps between SDF and the forces of the transitional government. The case spread in media after a video was published in social networks with the 2 YPJ fighter being presented as a "gift" to “Abu Mujahid”. In a recent interview with Narîn Axîn, back in her YPJ uniform, she commented on their capture and release, reaffirming her will to continue struggling for the women's revolution back on the ranks of YPJ.

The attacks included beatings, burning Kurdish flags, destroying vehicles and further means to threaten. The trigger supposedly was the taking down of the Syrian national flag at the Newroz celebration in Kobane. Shortly after, the ethnically targeted violence started. There is further videos of some (partially armed) mobs and motorcades entering villages to provoke and seek out Kurds. # DEATHS OF SALIH MUSLIM, FORMER PYD CO-CHAIR

At age 75, PYD politician Salih Muslim, who was part of PYD executive council, succumbed to kidney failure in Erbil. 2010 to 2017 he was co-chair of PYD and is also known as 'father of the country/land'. His youngest was martyred as part of YPG in 2013 in battle against ISIS. In a large burial ceremony on March 13, he was buried in Kobane with high ranking figures of the Kurdish liberation struggle present, as well as a North and a South Kurdish delegation. Politicians Leyla Zana, Tuncer Bakırhan, highest SDF commander Mazloum Abdi gave commemoration speeches.

The celebrations are not just a cultural expression, but an act of resistance in the face of decades of assimilation and attacks. This year's festivities are held under the motto "Newroz of Freedom and Democratic Unity". In Amed, the unofficial Kurdish capital, hundreds of thousands gathered to celebrate. In Cizire canton (NES), many celebrations had to be postponed to 24 March due to the floods. Newroz is also being enjoyed across the diaspora, for example in Frankfurt about 50,000 people joined the festivities.

On Thursday 300 detainees arrived to Heseke where they were elaborately welcomed. They were a mixed groups of SDF fighters, Asayish and civilians, abducted and held by the STG since January. On March 10th a group of 100 was already released. According to diplomatic talks the STG had 1070 AANES/SDF detainees. STG is also in possession of bodies of fallen SDF fighters that SDF seek to reclaim. Many hundreds of people from Rojava still remain missing.

Because of the sudden heavy downfall of the last week, many towns, roads (including the important connection road M4) and IDP camps were flooded. In some places whole houses were destroyed in the overflowing of rivers. Heseke, Zirgan and Til Temir are the most affected areas. # NEWROZ CELEBRATIONS ALL AROUND

Public celebrations for the Kurdish, Afghani and Persian New Year Newroz are being held in all major cities. The celebrations are not just a cultural expression, but an act of resistance in the face of decades of assimilation and attacks. This year's festivities are held under the motto "Newroz of Freedom and Democratic Unity". In Amed, the unofficial Kurdish capital, hundreds of thousands gathered to celebrate. In Cizire canton (NES), many celebrations had to be postponed to 24 March due to the floods. Newroz is also being enjoyed across the diaspora, for example in Frankfurt about 50,000 people joined the festivities.

On Thursday 300 detainees arrived to Heseke where they were elaborately welcomed. They were a mixed groups of SDF fighters, Asayish and civilians, abducted and held by the STG since January. On March 10th a group of 100 was already released. According to diplomatic talks the STG had 1070 AANES/SDF detainees. STG is also in possession of bodies of fallen SDF fighters that SDF seek to reclaim. Many hundreds of people from Rojava still remain missing.

Because of the sudden heavy downfall of the last week, many towns, roads (including the important connection road M4) and IDP camps were flooded. In some places whole houses were destroyed in the overflowing of rivers. Heseke, Zirgan and Til Temir are the most affected areas. # SDF PRISONERS IN STG HANDS

In the last months during various attacks and skirmishes, the STG has taken an unknown number of SDF POW. While prisoner's release is supposed to be a part of the integration agreements, little headway has been made on the issue. In Qamishlo families have been protesting this, demanding information about their loved ones from STG. Often no information is know at all, not even if they are alive or dead.
There are also a number of civilians unaccounted for with no information of their status or whereabouts. Two journalists were also disappeared from Raqqa, one of them is an internationalist woman.

# CONTINUED INCREASE OF ISIS THREAD AND ATTACKS

ISIS issued a new call for jihad against the STG, calling al-Sharaa an apostate who is serving western powers. While al-Sharaa himself has his history in al-Qaeda, his pragmatism and willingness to (at least on the face) moderate his Islamist agenda has been causing frustration with more radical Islamist forces both within the STG and with other groups such as ISIS.
The monthly average of ISIS attacks is still up at 20. With prisoner transfers to Iraq, STG releasing prisoners when taking over previously SDF administered facilities, escapes from al-Hol and the general instability in the region, ISIS is taking its chances where it can to advance and disrupt.

# ILHAM AHMED AND ROJHILAT AFRIN AT EU PARLIAMENT

Ahmed and Afrin have been meeting with EU committees about the situation of the Kurdish population in NES. They emphasized the role the SDF has played against ISIS, the need for constitutional rights and the obstacles for IDP's to return to their homes. They also demanded that the EU take a more active stance as a guarantor.

# PRESSURE ON SHENGAL

Tension in Shengal has been increasing as Turkish foreign minister Hakkan Fidan has threatened operations in Shengal, Makhmur and Qandil to be carried out by the Iraqi Hashd al-Shaʿbi forces. Iraqi military presence has visibly increased in the region. Iraqi forces have been disarming Yezidi's, while effectively surrounding Shengal with the army. There are ongoing negotiations to integrate Sinjar Resistance Units (YBŞ) into the Iraqi army. YBŞ has shown openness to dialogue on the matter, though with the red-lines that forces in their areas need to remain fully Yezidi, and that they will not integrate into Hashd al-Sha'bi. The YBŞ stated that if Shengal will be attacked, they will fight back fiercely.

# IRAN WAR

The recent attacks of US and Israel on Iran will impact Syria in ways we can only speculate. As for now, Iranian missiles already landed on Syrian soil, some even killing civilians on southern Syria. Syrian aviation authorities also decided to close airspace in southern Syria, probably under requests of US. Beyond immediate consequences like that, the ongoing attacks will influence not only the fate on Iran but of the whole middle east. The imperialist aggressions of US and Israel aim for the collapse of the regime of the ayatollahs in Iran, and the regime will answer desperately in front of such an existential threat.

Last week we reported on the exodus from the ISIS foreigners section of the al-Hol camp to the point of being nearly empty. Now it seems the camp as a whole, including the Iraqi and Syrian section are emptying since security at the camp has collapsed since the takeover of STG. There is little official information on where all the people have gone. It is likely some have moved to other parts of Syria, and that some have crossed illegally into Iraq and Turkey. STG is calling it an evacuation and says they are preparing the closure of the camp.

# US WITHDRAWS FROM SYRIA

The US has been present in Syria since the 2014 coalition against ISIS. Recently they left al-Tanf and Shaddadi bases, now they are also reported to be leaving Qasrik base near Heseke. The stated reason for this is that now the Syrian government is willing and able to take over "combating terrorists within its own borders". Through al-Sharaa, they are now able to extend their influence in the region through other methods than direct military involvement. At the same time, there are also US officials who are skeptical of the STG's ability to handle security risks of ISIS. Simultaneously, there is the question if this is not simply a re-distribution of troops closer to Iran, in case of a regime change there.

# DAMASCUS STARTS PROCEDURE

Citizenship of "Unregistered" Kurds
A significant part of the Syrian Kurdish population has no citizenship or official papers. This stems from policy in 1962, during which many were stripped of citizenship and civil rights. The repercussions of this have severely limited prospects of life for many Kurds for decades. Damascus said they are now opening a bureaucratic procedure to grant this group citizenship again. There is careful optimism, with caution as to how this will work out in practice.

# RETURN OF IDPs TO AFRIN

A joint security delegation from NES and STG traveled to Afrin to assess the situation. There is a plan to start returning IDPs to their homes soon. Some families have previously traveled back on their own initiative. However some of these families have faced issues such as theft, kidnapping, torture, etc. This is the first attempt at a structured return with some security considerations.

# MUNICH SECURITY CONFERENCE

The attendance of Mazlum Abdi and Ilham Ahmed at the Munich Security Conference seems to have been directly facilitated by the US. Abdi and Ahmed were not part of the delegation from Damascus. There is speculation that the main reason for their presence was a diplomatic one to calm the US parliament, as part of US congress is uneasy with STG expansion and the US withdrawal, having the SDF and STG together at a high-level meeting in Munich presents a picture of successful integration.

# EVALUATION

That the clearing of al-Hawl camp leading to unclarity about all the ISIS fighters' and sympathizers' whereabouts poses a massive risk, we do not need to repeat, it should be clear by now. Otherwise, careful cautious steps are continuing on the path of integration and normalization. With the same caveats, concerns, and risks, but also possibilities continuing to unfold. That imperial powers such as the US are in the end only pursuing their own ends, need to be all too familiar and expected for us.

In lieu of further own evaluation for this particular week, we want to share a quote by writer Cihad Hammy:

"The coexistence of diverse cultures is not a fantasy but rather a sociological reality in our regions. Our regions are woven from multiple histories, memories, and identities. What prevents differences from thriving is not their nature, but rather the structures of the nation-state and ideologies that operate through the hierarchical binary of “we” and the “Other.” We should not fall into the trap of such logic; instead, we must cultivate a consciousness capable of embracing unity within diversity and recognizing our shared human community.

The Syrian tragedy has shown how fragile revolutionary ideals can be when confronted by power politics, regional rivalries and internal miscalculations. But retreating into cynicism would only confirm the narrative that pluralism was always impossible.

I refuse to accept that conclusion.
The democratic nation remains, in my view, the only viable framework for Syria and for the broader region. Not because it is perfect, but because every alternative we have tried has led to catastrophe.

The revolution did not fail because the aspiration for coexistence was misguided. It faltered because we did not protect and institutionalize those values strongly enough.
The answer is not to mock them — but to deepen them."

Remember Omar Aziz!

On February 16th Internationalists in Rojava commemorated Syrian anarchist Omar Aziz. Work and struggle of Omar in the early years of Syrian revolution to organize neighborhood councils echo in Rojava's communes today. It continues to inspire and serve as a reminder of self-organized and egalitarian roots of Syrian revolution.

Today diverse communities across Syria - be it Christians, Druze, Alawites, Kurds or many others - face existential struggle for self-determination in the face of new Syrian nation-state imposing one flag, one nation and one language for everyone. It is incredibly relevant today to remember the struggle of such people as Omar and many women, youth and men who pursued the aim of liberation and fell martyrs in the hands of Assad regime.

The new centralized state and mercenaries in its control are determined to suffocate and take the revolutionary society of Rojava off the map.
We remember Omar Aziz and continue to stand together with peoples of Rojava in defense against authoritarian regime and in walking towards free life: Omar's dreams, hopes and aspirations live on with our struggle.

# DAANES AND STG AT MUNICH SECURITY CONFERENCE

Highest DAANES co-representative Ilham Ehmed and SDF highest co-command Mazloum Abdi participate in the 62th Munich Security Conference, a renown conference of high-ranking actors of the fields of politics, diplomacy, and security. STG foreign minister al-Shabani too is taking part. Locally, people protest the STG participation and legitimization through the Western political powers.

# STG TAKES OVER AL-TANF AND SHADADI BASES

The Al-Tanf base is near the border area of Syria, Jordan and Iraq. The base and the area around it has been in US control since 2016 and played a role in monitoring border movements of ISIS. The hand-over was negotiated between the US and STG, as both sides have put out official statements. STG also took control of the Shadadi base also after a negotiated hand over.

# DEVELOPMENTS ON AL-HAWL CAMP AND ISIS PRISON-TRANSFERS

The area for foreign ISIS women and children of Al-Hawl camp is reported to be almost empty. Since little has changed in the repatriation status of those people, most have been smuggled to Idlib, others quietly moved into the Syrian side of the camp.
In the meanwhile prisoner transfers from Syria to Iraq continue, with Baghdad asking for more money to support the operations.

# YPG WELCOME HESEKE GOVERNOR

A delegation of high-ranking YPJ fighters and commanders visited the newly appointed governor of Heseke Nûredîn Îsa Ehmed, greeting him after his inauguration. They stressed good collaboration on the topic of security.

# TURKISH FOREIGN MINISTER FIDAN VISITS IRAQ

After Hakan Fidan had pressured Iraq in a TV interview to take more profound actions against PKK, the Iraqi foreign ministry invited Fidan for diplomatic talks. Iraq pushed back against the Turkish state's will to interfere with Iraqi affairs.

# WOMEN'S CONFERENCE IN BOGOTA

Women of Abya Yala and Kurdistan are gathering for a large conference in Colombia discussing colonialism and resistance. Other focal points were the connection to and defense of the land, and linkage of struggles in solidarity. The discussions can be followed via livestream.

# EU PARLIAMANT ON NES

The EU passed a non-binding resolution February 12th condemning violence against civilians in NES. They also stated that the planned 620 million euro in financial assistance to the STG should be conditional on respecting the cease-fire, civilians protection and human rights progress.

# KOBANE SIEGE

The siege of STG forces in Kobane is posing a serious danger for the many people who have been suffering from the imposed isolation for more than 2 weeks. Medical supplies have been depleted, while fuel and food stocks are nearing exhaustion. Some humanitarian convoys were allowed to distribute basic aid, but not enough for the high number of population that sought for shelter in the city due to the ongoing attacks. Also, since water and electricity are cut, viruses and disease are spreading due to lack of access to clean water, accentuating the humanitarian crisis. Schools had to be turned into shelters. Therefore, around 72,000 students of Kobani and surroundings can currently not attend school.

# STG DELEGATION AT QAMISHLO AIRPORT

A delegation of the Syrian Transitional Government arrived today at the Qamishlo Airport, implementing further steps of the agreement that include a joint DAANES-STG control of the airport as a civilian airport.

# ISIS GROWING THREAT

U.N. officials recently reported to the UN Security Council on how the threat posed by ISIS has increased steadily since mid-2025, becoming more complex and multi-front. ISIS and its affiliates have expanded their presence in West Africa and the Sahel, while sleeper cells remain active in Iraq and Syria. They warned that, with ongoing events in Syria, conditions in al Hawl camp and other detention facilities create a fertile environment for the group’s resurgence.

# SYRIA-SAUDI ARABIA ECONOMIC DEALS

Syria and Saudi Arabia signed a series of strategic agreements on Saturday covering aviation, telecommunications, infrastructure, and real estate development aimed at boosting Syria’s recovery. The agreements are presented as a major step toward reviving Syria’s economy and attracting foreign investment after years of war.

# EVALUATION

With the ongoing negotiations, the chaotic rush that military conflict brings is slowing down. We are therefore returning to our previous rhythm of weekly highlights on Sundays. If the situation tenses up and escalates again, we are of course here to adapt the update frequency to the course of events.

It has been a very intense time for us, and we are still very busy with the ongoing situation on the ground. Now is a critical time for the Rojava revolution, where all the efforts to organize and develop an ethical and political society of the last decade will come to a real test. Yesterday would have been the deadline of the last ceasefire which then got replaced and continued by a thorough set of agreements of integrating into the transitional Syrian state.

Autonomy and resistance are the guiding lines in many social and political developments in NES, as well as in military structures. Always with the women in the forefront, Rojava is questioning the patriarchal logic that many domination systems imposed for millennia. Those seeds of autonomy and resistance have been sowed long time ago, and they have been able to take root. During the last decade in NES, those seeds of freedom were able to grow free of the impositions of state institutions. Now, the Syrian state is attempting to assert control and domination once more, with full support of Turkey and western powers. Revolutionary movements in NES may need to continue working from clandestinity once again, weaving the social relations and fabric of life and resistance.

The ongoing agreements with the transitional government are fragile, and tensions and military conflicts can easily rise again. We call to everyone to stay updated on what is happening in Syria, to be ready to respond when needed, to defend the revolution and keep building the new world we all carry in our hearts!

# IMPLEMENTATION OF JAN 30 AGREEMENTS

Following the agreement with SDF a convoy STG personal entered the cities of Hasakah and Qamishlo. They are tasked to coordinate the integration of SDF into the new Syrian army and the political structures of the DAANES into the SYrian State. SDF and other structures of NES proposed . SDF answered the request for nominations for some key postitions with the following candidates:

- Noureddine al Ahmad, former SDF public relations officer, as the Hasakah Province governor.
- Azad Kobani, SDF intelligence chief, as the Syrian assistant defense minister.
- Siamand Afrin, SDF unspecified commander, as the Hasakah Province deputy director of security

Unidentified attackers tried to assault the STG convoy is Qamishlo, with Asayish responding to prevent further conflict, resulting in one Asayish injured.
Syrian authorities report positive start to SDF Agreement.

# INFORMATION PUBLISHED ON JAN 30 AGREEMENT:

Al Majalla, a Saudi-owned, UK-based media outlet, published the full text of the January 30 agreement. Allegedly it includes fourteen clauses and four unspecified phases that will occur over one month, as well as a fifth phase that will result in a permanent agreement

1 The SDF and Syrian Government declared a permanent and comprehensive ceasefire and agreed to stop arrests related to recent fighting. The SDF will continue to protect detention facilities holding ISIS fighters, and the Syrian government pledged to provide full logistical support for the ongoing US-led detainee relocation process.

2 The SDF will withdraw its forces from Hasakah and Qamishli cities to agreed-upon bases, while the Syrian army will withdraw its forces near Hasakah City to al Shadaddi.

3 The Syrian Ministry of Defense (MoD) agreed to form a three-brigade army division in Hasakah Province made up of SDF fighters.

4 The MoD will integrate SDF forces in Kobani into one brigade subordinate to an unspecified parent division in Aleppo Province.

5 The Ministry of Interior (MoI) will dispatch “15 vehicles” to both Hasakah and Qamishli cities to enhance security and begin the process of integrating SDF internal security forces into the MoI.

6 The SDF will submit proposals to appoint local officials, including the governor of Hasakah Province, the assistant minister of defense, and Hasakah Province’s deputy director of security. The Syrian government has already appointed a new Hasakah Province director of security.

7 The Syrian government will take over vital infrastructure from the SDF, including key oil fields in Hasakah Province and the Qamishli Airport.

8 The Syrian government will deploy a team from the Land Border Authority to the Semalka and Nusaybin border crossings in SDF territory to register civilian employees and prevent the smuggling of foreign fighters and weapons at the crossings.

9 The Syrian government will take over all civilian institutions in Hasakah Province and integrate the Autonomous Administration of North and East Syria (AANES) into Syrian state institutions.

10 The Syrian MoD will prevent its forces from entering Kurdish majority towns and cities.

11 The Syrian government will validate all school, university, and institutional certificates issued by the AANES.

12 The Syrian government will provide licenses to all local and cultural organizations and media institutions in accordance with the regulations of the relevant ministries.

13 The Syrian Ministry of Education and the SDF will discuss the educational curriculum for the Kurdish community.

14 The Syrian government will ensure the return of all internally displaced persons (IDPs) to their respective cities and villages (including Afrin, Sheikh Maqsoud, and Ras al Ayn) and appoint local officials to those areas.[28] Turkish-backed offensives against the SDF since 2018 forcibly displaced Kurds from Afrin and Ras al Ayn, and the more recent January 2026 Syrian government offensive displaced people across Aleppo, Hasakah, Raqqa, and Deir ez Zor Provinces.

# ONGOING TRANSFER OF ISIS PRISONERS

Iraq confirms the transfer of over 1300 ISIS prisoners after the operations of transport got delayed due to bad weather conditions. Speaking in an interview with Al Arabiya news channel, Khaled al-Yaqubi, an adviser to the Iraqi prime minister, said that only four of the transferred ISIS members are Iraqi nationals. Earlier on Monday Iraq announced the start of investigative procedures involving 1,387 ISIS members who had been detained in Syria.

# EVALUATION

The implementation of the agreements between SDF and STG is having some visible steps in the main cities, but on the front lines the situation still tense. Comrades are still ready to defend the ground if things come to a military escalation, not lowering defenses. Even though the political and the military are inherently connected, SDF forces are aware that political agreements should not mean lowering military readiness.

It is a difficult moment for us to evaluate the situation. On one hand this agreement may be an opening ground for political struggle beyond weapons. On the other, many comrades on the ground are having doubts about the agreements, mainly about how much the transitional government will respect the conditions set, as they already broke past agreements. Still, it is clear that the popular organization in NES still strong and ready to struggle, whatever it will be on the frontlines, on the political institutions or on the streets.

# ONGOING FINALISATION OF STG-DAANES AGREEMENT

For what is known currently about the plan to implement the ceasefire and integration agreement:

STG forces were and are already withdrawing from Heseke and Kobane frontlines.
Internal security forces of the transitional Syrian state already went to internal security forces of Kobane to discuss how this task will be done.
Implementation of further steps as counted from tomorrow:

DAY 1 (Monday) STG security vehicles going to Heseke and Qamishlo

DAY 2 Oil fields of NES into STG control

DAY 3 Syrian Civil Aviation Authority will take control of Qamishlo airport (which before was held by Russians) and Syrian forces to NES' (only!) border crossing (with KRG/Kurdistan-Iraq)

SDF will withdraw from Heseke and Qamishlo to agreed barracks. SDF and STG allegedly started already to withdraw from Kobane and Heseke frontlines. STG forces are to move to Shaddadi.
SDF is to have a brigade of 6,000 in Kobane, and three brigades totaling 16,000 in Heseke province.
Military forces are prohibited to enter cities and villages, especially Kurdish areas.

After these steps, the Syrian transitional state will take over civilian institutions of Heseke province and DAANES institutions will be integrated into the Syrian state apparatus. DAANES and SDF nominate persons for positions in the Syrian institutions, and STG needs to approve them. SDF already nominated Nour al-Din Ahmad (Abu Omar Khanika) as governor of Hasakah, SDF official Redor Khalil as deputy to the Ministry of Interior, and SDF official Siamand Afrin as deputy director of security in Hasakeh province.

Internally displaced persons can return to their home cities and villages, additionally local officials will be appointed to represent them in those places.
Integration and recognition of educational institutions of NES and licensing of cultural organisations.
...This generally can be read as what is happening at the top of NES politics.

# POLITICS FROM BELOW, WHAT IS HAPPENING ON THE GROUND

Generally, there is widespread confusion and uncertainty how things will develop. An impression, that the revolutionary project here would be over is short-sighted. For one, all the forces are still ready for and practicing where needed self-defence on the frontlines. Secondly, even if institutions etc formally shift, all those revolutionaries will certainly not just betray their values and aspirations towards reform but remain finding ways to live up to those revolutionary principles.

# ISIS PRISONERS CONVOY

A convoy of buses, escorted by a US armored and aircraft military convoy, has reached the town of Rimelan in the province of Heseke. The convoy is heading to Iraq through Semalka crossing to relocate ISIS prisoners to 'safer prisons'. At the same time, there are reports that the relocations halted over Iraq wanting to prioritize repatriations of non-Iraqi, non-Syrian ISIS foreign fighters to their respective countries of origin. Overall, only a fragment of the supposed 7,000 ISIS militants were moved to Iraq so far.

# HUMANITARIAN AID STILL BLOCKED FROM ENTERING KOBANE

Just, as could be observed so often in Gaza, 25 direly needed humanitarian aid trucks carrying essential basic necessities for people in besieged Kobane are still halted at the Turkish border just outside of Kobane. For the three days the trucks are waiting there already, many representatives of civil organisations and the DEM party are holding a vigil next to the trucks.

# REPRESSION OF SOLIDARITY MOBILISATIONS

Further 29 activists of the 'Caravan Defending Humanity' that arrived this weekend at the Turkish-N.E.Syrian border were arrested and deported. Before, they had read a statement and protested in the streets of Pirsus (Suruc). The official reason for the arrests is currently unknown.
Kurdish youth from Turkey, Iran, and Iraq were stopped attempting to enter NES at Semalka border crossing to follow the call for general mobilisation.

# EVALUATION

Generally, roles of authority play an even larger role now, and civil and military leadership of NES are very busy working towards a political solution, with the wish to avoid further war and the lack of an alternative prospect besides total war and reformist integration. Whether the ceasefire and agreement will be respected and followed and whether its implication will work, is entirely uncertain at this point in time. Diplomatic politics are currently the preferred means, with the aim to avoid more losses due to war. At the same time, Turkey is strikingly silent and on the surface uninvolved in the latest stages of agreement making. Turkey still is at the border, always ready to invade, and can take further steps of pressure and attack if not approving of the agreement. Meanwhile, as expressed in the 'politics from below' part, what is happening on the top does not translate directly to what happens on the ground. There is an atmosphere of change and unclarity in the air, but certainly all the revolutionary principles and achievements that have been fought for hardly, will not be abandoned.

# AGREEMENT STG-DAANES

We already posted the latest agreement between DAANES and STG. Currently it is just a paper, each time agreements with the STG have been made, they have not been followed by the STG. But if the implementation of it will take place in the upcoming weeks, it will have major implications for what the Rojava revolution turns into. Key points of the agreement are the integration of SDF under STG command, while YPJ remaining as a separatist part, and SDF keeping separate brigades in Kobane and Heseke.

# CARAVAN IN DEFENCE OF HUMANITY

Arrives at Border to Kobane
After a week of travel, cars from various places in Europe finally reached the border with NES. The caravan is a direct support to the defence of the revolution. Before, there had been long delays at the Greek-Turkish border and a number of participants had not been let in to Turkey. Several further activists were deported from Turkey to Germany. Now, the caravan met with DEM party and makes clear that the border is not the end of the journey.

# EVALUATION

It's still early for a complete evaluation about the consequences of this new agreement, but we want to take a look on how we got to this point. At the beginning of January, when the attacks on Aleppo started, SDF agreed to withdraw not just from Aleppo but from the areas that came under control of SDF after the collapse of the Assad regime. However STG forces already planned to advance further, overplaying their hand, confident that no external powers would intervene if they played bold. SDF was in a very difficult spot, and decided to withdraw from the contact line and reorganize in their strongholds, ready to defend the core areas.

Rojava made clear that it is ready to rise up in total resistance. That if it were to become an existential war, it is ready to fight until the end. STG tried to advance in Heseke, but they couldn't. They besieged Kobane, but they did not get close to the city. Heavy clashes are still taking place in the contact lines between both forces. The new front lines where SDF decided to take a stance did not move. While STG forces already lost several armoured vehicles, the losses of the SDF are mainly from the ambushes they suffered during the withdrawal. Militarily, SDF is still a relevant force able to defend itself, as it has been proved during the last days. Politically, the DAANES is still a relevant actor with a diplomatic body able to react to the political attacks. But mainly, the Kurdish people's response, not only in Syria but all over Kurdistan and all around the world, is what brought the transitional government to the negotiation table.

If we look at the situation of the Kurdish people in Syria at the beginning of the war, and even more if we look beyond that, what this agreement is putting on the table is an incredible step. In many ways, it feels like a defeat, because it is formalizing the control of the central state over an autonomous administration that worked and developed free of the oppressing hand of any state. But it is also formalizing some rights and recognition that Kurds in Syria never had before.

Still, more than the papers signed or the institutions involved, what matters is how much this will affect the people on the ground. Clearly, the transitional government neither has the political force, nor the people to simply take control of the administration of northern Syria. Still, the implication of this agreement means giving up on major parts of autonomy that have been integral to the self-administration. The possibility of the return of IDP's to Aleppo or Afrin is a very important part of the negotiations, and the revolutionary spirit is strong and ready to put up many fights. To avoid a bloodbath and to make space for political struggle it is an important move. The political arena can be a better ground to continue the struggle than the military force, knowing that if the doors for political transformation are closed (again), the right (and the means) for self-defense are accessible.

For sure, things will change. And clearly not for the best. The whole world is going into really dark times, but it is also in those dark times when new fires can light brigther. This may be the end of a very important chapter of the history of this particular revolution. Rojava is a proof that organizing a society outside of state control is possible also in the 21st century. That a revolution that puts women's liberation in the center can build new forms of liberation with a degree and depth never seen before. The Kurdish Liberation Movement is more alive than ever, and will continue growing and learning from what is happening not only in Rojava, but in all of Kurdistan and beyond. As we said, this is just one chapter of the revolutionary history let's make sure we write many more, let's work to make the ones that are to come even better.

A new statement of SDF announces an agreement in the talks with the transitional government from yesterday:

"A ceasefire agreement was reached between the Syrian government and the Syrian Democratic Forces (SDF) under a comprehensive agreement, with an understanding on a phased integration of military and administrative forces between the two sides. The agreement includes the withdrawal of military forces from contact points, the entry of security forces affiliated with the Ministry of Interior into the city centers of Hasakah and Qamishli and the commencement of the integration of security forces in the region, and the formation of a military division comprising three brigades from the SDF, in addition to the formation of a brigade from the Kobani forces within a division affiliated with the Aleppo Governorate. The agreement also includes the integration of the institutions of the Autonomous Administration into the institutions of the Syrian state, with the regularization of civil servants. Furthermore, an agreement was reached on settling the civil and educational rights of the Kurdish people and guaranteeing the return of displaced persons to their areas. The agreement aims to unify Syrian territory and achieve full integration in the region by strengthening cooperation between the concerned parties and unifying efforts to rebuild the country.

TO OUR COMRADES

Ten years ago, the world looked to Rojava halting Daesh (ISIS). Today, successors of al Qaeda advance into North-East Syria. They trimmed their beards and followed Turkey’s advise and direction. Taking control of the capital city enabled them to integrate into the nation state system. If you have the right suit, a clean tongue and open your markets to international capital, BBC will be there to give you a prime time interview. Just like that, now there is a new government of Syria, welcomed into the club called state system.

The graveyards of northern Syria are full of brave fighters who gave their lives to defend humanity, to halt the insanity ISIS unleashed. The comrades surviving to see their victory over the caliphate put massive efforts finding a diplomatic compromise towards peace. Yet again, in vain. The hegemonic powers only join such process if it suits their agenda. After all, they always use any opportunity to make gains for their imperial power.

In the times we live now, dominant forces impose themselves shamelessly, deaf to any complains about genocide or human rights violations. They don’t care anymore to hide how they break the rules they imposed to everyone else. Emboldened by this overwhelming political climate of say-and-do-whatever-you-want, the self proclaimed government of Syria is free to pursue its cruelest aspirations. After massacring the Alawites and the Druze, they now come back at the Kurds. With Turkish weapons in hand and EU money in the pocket they are now advancing by the minute, with the aim to crush NES and the women’s revolution in it’s totality.

Rojava did not hide itself speaking the language of capitalism and nation-states. It fought ISIS with an open face, proudly claiming their revolutionary aspirations for communal democracy and social self-administration, always spearheaded by women. Since 2015 SDF has been part of an international coalition fighting Daesh alongside many state armies. Tolerated among the states’ ranks because of sheer military power. Welcomed, as SDF was always the one doing the dirty job on the ground so imperial powers could direct drones from a comfortable place. For NES, it always was a pragmatic compromise due to existential threat, made possible only due to the size and fierce determination of the revolution.

Now, the new polished brand of al-Qaeda is able to draw a prospect of a ‘stable nation state’. And all states that have anything to say in international power games are happy to spread their arms wide, hailing a welcome to another proper, allegedly stable, state. They even guided the aggressors to engineer insane propaganda, manufacturing consent for this massacre. US does its best to get the hell out of NES. For them SDF served their purpose, they may now be killed. Other states are nowhere to be seen, except shaking hands with al Qaeda-wannabe-president.

Who is remaining to stand the ground is the people of NES. And we are not alone. SDF and many more around Kurdistan and the world are willing to stand in defence of the revolution. Make no mistake, we are well aware that we will be portrayed as “collateral damage” of a war we know intimately. A war that claimed many sons, daughters, brothers, sisters, mothers, fathers, and friends. But here we are, betrayed once more and left just with our determination, desperation, commitment, and massive strength of heart.

What’s at stakes is the anti-patriarchal practice of every day life where women struggle day by day, year by year, for the next inch of freeing each other. At stakes is also the slow-built humanity of a society where the wish for freedom is the basis to organise life across ethnic and gendered lines. A society building communal autonomy, based on people’s self determination and self defence. A society where people remember how to resolve conflict with their neighbours, defending sanity against the insanity of this world. At stakes is, that NES does its best to prevent genocide of the people in its region, while those powers eager to get rid of the revolution, already proved themselves able to commit brutal atrocities.

Thus, we find ourselves again in a deeply precarious but more clear situation: On the opposing side stand we, the people. Whether in Iran putting lives on the line to finally smash the patriarchal regime, in Gaza standing up to ongoing genocide, on Turtle Island protesting ICE and an imperial state gone loose, or in NES, where currently anybody who has at least one hand and a heart is taking up arms. Against overwhelming odds, our answer is still resistance. Because in the face of death dealers, the only way to not give up life, is to fight. And we all scramble and struggle to preserve, nurture and revive life in all its beautiful forms.

We need a plethora of efforts to push back against these attacks, to struggle for freedom, to fight for life. Join the resistance! Come to Rojava, organize protests and actions against these attacks, connect people across ethno-national divisions and colonial trenches, disrupt the mechanisms of empires and occupation forces, open ways for people to move across borders, occupy embassies, consolidate community around you, conspire to overthrow your government, tell people what is happening in Syria and other places of conflict, fight back against the rise of fascism, gift each other moral support to counter despair, organise and strategise with comrades internationally to coordinate efforts.

Rojava proved that liberation is only possible through community and people’s resistance. The liberal myth of the state as a guarantor of freedom is an illusion that must die for dreams to rise. There is no alternative:
Freedom through struggle, or death.

# ONGOING CLASHES

The extension of the ceasefire is still preventing major military conflict. Still, clashes and attacks are taking place in the front-lines. SDF made a statement reporting an attack repelled in the mountains Abd al-Aziz south of Hasakah where at least 4 attakers lost their lives. STG forces attacked with kamikaze drones SDF positions in Chil Axa, a town in the Qamishlo-Derik road that, if falling under control of STG forces, will cut the connection between Qamishlo and the border with Bashur.

# ISIS RESURGENCE THREAT

With the instability in the region, risks for further re-expansion of ISIS are high. While ISIS was never gone, the SDF did a decent job containing it. With multiple prisons and al-Hol camp now in STG's hands, they have many more chances to regroup. According to Iraqi officials, ISIS membership has grown from 2000 to 10000 in the last year since Jolani took power in Syria. Iraq has increased its border security with Syria for worry of escaping ISIS trying to make their way to Iraq. Iraq and the US made an agreement that Iraq will take 7000 ISIS prisoners from Syria. Bagdad said it will prosecute the individuals once in Iraqi custody. The stated reason for the current 15-day ceasefire was the moving of these prisoners.

# NEW ROUND OF NEGOCIATIONS SDF AND STG

On the evening of 27th of january a delegation from the SDF met with the STG in Damascus. No official statements yet.

# RUSSIAN REPOSITIONING

As we said in our last update, Russian forces have left their Qamishlo base. Now only two bases remain in Syria, Tartus and Khmeimim. Russian (military) power in the middle east is waning after the fall of Assad and with the war in Ukraine on going. Tartus and Khmeimim are now Russia's only two bases outside the territory of former Soviet-Union.
Jolani and Putin have met today in Moscow palace. No official statements yet. The extradition of Assad and his wife is a matter Jolani has been pushing with Moscow since his ascention to power.

# INTERNALLY DISPLACED PEOPLE'S (IDP) SITUATION CRITICAL

It is estimated by the AANES office for IDP's and refugees that about 350.000 people have become IDP's in recent weeks because of the STG's attacks. Important to note is that many of these people were already displaced from Afrin, Sheba, Aleppo, Serekaniye and Tel Abyad and now are IDP for a 2nd, 3rd or 4th time. In some place more than 40 families are allocated in a single school with nowhere near enough basic facilities or access to water and food or heat and blankets.
Aid is coming in, from the UN, Heyva Sor, Barzani Foundation an other NGO's, but it is not nearly enough to fulfil the basic needs of the people.

# ARREST OF THE HEAD OF SDC

The Syria Democratic Council (SDC) condemned the arrest of Ghassan al-Youssef, deputy co-chair of SDC presidency, by the Syrian government, describing the move as arbitrary and a serious violation of political norms. The council said their decision to remain in their communities and continue political and administrative work under complex wartime conditions “was not an act of confrontation, but an expression of national and moral responsibility. (...) Targeting individuals who chose peaceful political work and holding local communities accountable for national choices that protected them from the brutality of the former regime is unacceptable and illegitimate.”

Kurdish reaction to the current situation in Rojava*

Rojava, Syria, and neighbouring countries are going through a very complicated situation. It is very difficult for us to fully understand what is happening at the moment. What we know so far is that there is a hidden agenda involving Israel and the United States. The players in the region, including Turkey, the Syrian government, and IS, are taking part in a bloody game, and the blood is flowing from the body of Rojava.

We all know what happened and each of us may have our own prediction about this bloody game. I will only address the points I have observed here.

First, the wave of racism:

A widespread wave of racism and nationalism has spread across protests, demonstrations, media, and social media among Kurdish people. This wave is mainly driven by Iraqi Kurds, especially those in the Kurdish diaspora, many of whom are sitting behind computers and promoting extreme nationalism.

This is clearly evident in the areas I mentioned above. Dozens of videos are being shared on Facebook and WhatsApp showing how people in Rojava and their fighters are treated after being captured by the Syrian government army. These videos come from people in Gaza and from other chauvinist Arab groups and IS elements within the Syrian army. There are also many other videos that support Rojava and praise its fighters among Arabs and Turks, but they are rarely seen and are not widely circulated.

What is happening is very dangerous. These racist tendencies are not present among Kurdish people in Rojava or in Kurdistan in Turkey, and if they do exist, they are very rare. Such so-called activities do nothing but fuel the fire of a Kurdish-Arab war.

Second, the call for the removal of Tom Barrack:

Many people believe that what has happened in Rojava and Syria is the result of the policies of the US envoy Tom Barrack himself. They think that replacing him with someone else would change the situation in the interest of the Kurds. It is true that Tom Barrack is of Lebanese Arab descent and may have some inclination toward Arabs on minor issues, but he represents the policy of the US administration in Syria. He only implements US policies and cannot go against them. The proof of this is the presence of senior US military commanders and senior CIA intelligence officials in the region. If Tom Barrack were to reverse US policy, they would not remain silent.

Another piece of evidence is the prisons of the Syrian Democratic Forces (SDF), which were holding large numbers of IS prisoners and their families. When these prisons were attacked by the Syrian government army while being guarded by the SDF, the SDF informed US forces and warned them about how dangerous the situation could become if IS prisoners were released. However, the US forces did nothing. This raises the question of why they allowed the Syrian army to attack and break the prisons, leading to the release of IS prisoners.

Third: Trump is a businessman, not a politician:

Many Kurdish intellectuals and social media users say that Trump is a businessman, not a politician, when discussing his attitude toward Rojava and the Kurdish people. These people have little knowledge of politics or economics. They do not understand that politics is a reflection of the economy and serves economic interests, as if former US presidents were not connected to major businessmen and giant corporations.

Political administration is nothing but the protector of the economy and economic hegemony. The power and dominance of any country depend on its economic strength. For this reason, government policies, education programs, and various plans and efforts are aimed at economic growth, and even the army serves this purpose. Trump is both a politician and a major businessman. His political decisions reflect economic realities and are designed to protect and benefit the super-rich and giant corporations.

Fourth, the impact of this incident on the so-called peace process in Turkey:

There is no doubt that what is happening will have a very negative impact on the Kurds in Turkey, the PKK, and Ocalan himself. The SDF was the backbone of Rojava and of the Kurds in Turkey. While the SDF and the autonomous administration in Rojava were important to Erdogan and his government, the PKK was neither important nor threatening to them as much as Rojava. The PKK is under the control of the Turkish state. The Turkish government could have fought it at any time, as they did, and in doing so, destroyed three parts of Kurdistan. Erdogan and his allies in the government knew that the PKK’s armed movement had done the greatest service to the Turkish state since 2015, when the fighting started again between Turkish state and PKK, while it had not provided even the slightest benefit to the Kurds or to any part of Kurdistan.

Erdogan and his government consider Rojava so important and dangerous for the Turkish state that, if it were not for the US alliance with the SDF and the support it received not only from Kurdish people but also from many countries around the world, the Turkish government would have destroyed it from the start. They never hesitated to attack, as they did in 2018 when they managed to invade Afrin, one of the Kurdish regions in Rojava.

In my opinion, if the situation worsens and the war in Rojava continues between the SDF and the Syrian army, ending in the defeat of the SDF, it will also end the so-called peace process. Ocalan will either be ignored or forced to do what the Turkish state wants. The SDF was a great force and a very important moral support for Ocalan, and it is still significant. Defeating the SDF would be a defeat for both Ocalan and the PKK.

Fifth: Blaming the US:

Most Kurds, along with some European and Arab leftist politicians and governments, blame the US for being unfaithful to the Kurds, even though the Kurds have made all the sacrifices to defeat IS and protect their citizens in Europe, the US, and other countries.

Those who hold these views do not ask what agreement existed between the SDF and the United States. Anyone aware of the situation knows that the United States never made any promises to the SDF or to the Kurds of Rojava from the beginning. On one occasion, Trump said, “The Kurds are brave and good fighters. They have helped us destroy IS. We have given them their rights, helped them, and paid them.” Tom Barrack also confirmed this a few days ago, but in a different way, saying, “We no longer need the SDF, and now we have a government that is our ally in the fight against IS.”

The US not only did that, but it also came and divided the Kurds and the Kurdish resistance in Rojava. The US only had a contract with the SDF and worked with them, while rejecting the other two parts of Rojava: the autonomous administration and the Democratic Union Party (PYD) itself. The SDF is the army that protects the autonomous administration, while the PYD is its planner and leader.

The United States has never hidden that it is an ally of the SDF, not of the PYD or the autonomous administration. This policy of the United States, which all three parts of Rojava accepted from the beginning, was aimed against them and was extremely dangerous. It is therefore one of the factors behind what is happening now.

Many of us know that relying on the United States and Western countries is not reliable. They are not only pursuing their own interests, but most of them have no history of liberating any nation or supporting any revolutionary movement. On the contrary, they also have a bloody history.

Unfortunately, we are now seeing the same scenario that occurred in Afghanistan being repeated in Syria. All the sacrifices made in Afghanistan and all the money spent to overthrow the Taliban ended up bringing them back to power, which Trump highlighted during his election campaign as a major weakness of Biden and his administration. The same thing is happening in Syria, but this situation is extremely dangerous. It could lead to genocide, potentially spark an Arab-Kurdish war, and the destructive flames of this conflict could spread to Iraq and a few other countries in the region.

This is the plan and agenda of the United States and some Western countries.

It is time to learn a big lesson, not just in Rojava. We must reject the dirty role of political parties, leadership, sacred leaders, and armed warfare except in self-defence. It is time to organize ourselves outside the control of political parties and dominant leaders and thinkers. It is time to awaken. Let us reject the attractive slogans of “long live… and death to…” and move beyond thinking driven by emotion and feeling. We must think with our minds and learn from history about the bloody role of rulers and authoritarians. That is the only way forward. At the same time, we must stand up against the oppression and genocide of the Kurdish nation in Syria, and against the dark forces that seek to control the urgent course of history under the guise of religion, vanity, chauvinism, and fascism.
