[P] I need to find something especially derogatory for the wretched, putrescent, pustulent bubos who occupy the inexplicably vile cross-section of loving fireworks, strimmers, and noisy mowers. We could just rewild. We could NOT torture animals, those with sensory issues, and noise-related traumas. But that would mean they'd need to be, y'know, not neurotypical hiverarchians who lack empathy.

I think consciousness is just the body's user interface to itself and the world. I don't think the answer to the question needs to be more complicated than that. Having such a facility is obviously beneficial to survival and goal-oriented behavior and I think that's justification enough.
