@GottaLaff Seems reasonable, but I question the requirement to "retire" locomotives at a particular age; locomotives are frequently brought into shops and overhauled, to include new diesel engines and/or emissions equipment. I *hope* that would still be permitted, and give the resulting overhauled locomotive a 'reset' on its lifespan, because it seems like exactly the sort of thing that should be encouraged.
Locomotives aren't built to be disposable, and shouldn't be. They're long-lived, modular pieces of industrial machinery.
For those interested, the ex-PRR (now NS) Juniata Shops is, AFAIK, the largest locomotive rebuilding and heavy-maintenance facility in the US. They claim they "can strip a locomotive down to the bare frame and completely rebuild it, including the engine, alternator, wiring, cab, trucks, combos and running gear—all in 6.5 days."
