Enforcing the #law, #investigating, #prosecuting, obtaining conviction, and incarceration are all time and resource intensive processes. The “big fish” have or can obtain all the resources they need to contest and delay each step of the legal process. Public servants cannot afford to devote so much time and resources to the big fish unless it becomes a political issue. Even then, political pressure changes like the weather. So, in a practical sense, some people can evade the law. The law still applies to them, but they frequently do get away with their crimes.
