Previously, I promised we'd take a look at Proposition 47 in California today; but I didn't make any promises about the context in which we'd do so. That's because despite evidence that the measure has served its purpose, and statistical proof that it has not lead to an increase in shoplifting or other property crimes, California Governor Gavin Newsom (this fucking guy again) has caved into winger scaremongering and signed into law a package of 10 bills designed to effectively undo Proposition 47 in a draconian attempt to fight (objectively normal levels of) shoplifting and property crime in California.

California's shoplifting laws are not broken. California is "fixing" them anyway.
"Critics of Proposition 47 claim that, over the last 10 years, the initiative has encouraged lawlessness. In a recent press conference, former President Donald Trump falsely claimed that in California, "you’re allowed to rob a store as long as it’s not more than $950." (201,724 people in California were charged with stealing property valued at less than $200 in 2023). Trump claimed Proposition 47, which he linked to Vice President Kamala Harris, "destroyed California."
Trump did not provide any data suggesting that property crime has increased since the passage of Proposition 47. And neither did Newsom's press release. Rather, Newsom's release notes that "California’s crime rate remains near historic lows."
Newsom is correct. An analysis published this month by the California Budget and Policy Center, a research non-profit, shows a dramatic decline in property crime in California since its peak in 1980. That trend has continued since the passage of Proposition 47 in 2014.
There is also no evidence that Proposition 47 has increased shoplifting in California. In 2013, the last full year before Proposition 47 went into effect, there were 245 shoplifting crimes per 100,000 California residents. By 2018, shoplifting in California had declined to 224 shoplifting crimes per 100,000 residents. In 2023, shoplifting in California was somewhat elevated — 292 crimes per 100,000 residents. But over the last five years, the average shoplifting rate in California was 210 crimes per 100,000 residents. The data does not support the contention that Proposition 47 increased shoplifting in the state."
The sheer amount of political fuckery in service of a right wing agenda in this story is staggering, so forgive me if I'm forced to cover ground this article already explores.

Furthermore the fact that this is a moral panic driven by media coverage and lies is a known reality; studies have demonstrated that media stories about shoplifting have increased while the rate of crime hasn't, and retailers like Walgreens have even admitted they drastically overstated the problem to justify financial decisions that would be unpopular.
Yet, despite all this, and in a state where he possesses a Dem supermajority, Newsom has chosen to surrender to a fabricated moral panic and pass laws that will lead to increased incarceration and allow more people to be charged with felony crimes for shoplifting. As this article notes, he may be doing so in response to a new ballot initiative funded by big box retailers that could make things even worse, but as Governor it's Newsom's job to fight false moral panics, not surrender to them! Instead he's passing harmful laws that will bloat the carceral state to solve a problem that doesn't exist.
