Sorry but these writers do not understand #transportation infrastructure #development nor #infrastructure #projectfinance - this article is no more than an academically disguised advertorial imho. For e.g.,: "Private sector investment, particularly from #multilateral development banks (MDBs), is key for accelerating & expanding rail development and connectivity" -- but MDBs are not "private sector" investors!
