Your 2 Cents replies to Editors at the Portland Mercury:
It was deeply disappointing to see Mercury unable to muster the understanding and clarity of mind to endorse Measure 26-267, Your 2 Cents PDX. But more disappointing still was how much the Mercury just left voters more fearful and uninformed about the details of the measure and the record and potential of participatory budgeting. Sadly, the editors appear to be gripped by the very feelings of self-doubt, distrust and powerlessness that Measure 26-267 would begin to address in Portland. I want to set the record straight.
The Mercury echoes the austerity scare tactics of opponents to justify opposition but nothing in the measure requires the use of General Fund dollars that support core services. The Measure clearly states (no not just “in theory”) that the City Council can meet the $16 million commitment “from the entire City budget.” Measure 26-267 is a permanent commitment to give Portlanders a direct voice over a small but significant share of the budget — not a permanent set aside from any one fund. The City’s $8.5 billion contains hundreds of millions in existing funds for climate, parks and streets, public safety, and economic development that could be allocated through participatory budgeting. These funds may be “restricted” but the vast majority of governments around the world, including Metro, allocate restricted funds through participatory budgeting. Under Measure 26-267 the City Council could easily do the same shifting from year-to-year which available funds residents would get to allocate. The City Council routinely delegates such decisions to unelected city staff, grant review committees, or other appointees to determine exactly how funds will be spent, sometimes with little transparency and accountability. Last year alone, the appointed committees granted $95 million restricted funds to non-profits and business groups. Prosper Portland actually got $12 million in unrestricted General fund dollars this year even after it squandered $7 million on the botched loan to Oldtown investors. All Measure 26-267 does is gives all Portlanders—those who pay the bill and who are supposed to benefit— some power to make some decisions directly.
Portland Mercury’s unsubstantiated fears that “lobbyists and activists” would capture the participatory budgeting process are deeply ironic given how much those same lobbyists and insiders so thoroughly dominate the current budget process. That budget process mostly occurs behind closed doors in the mayor's office months before Portlanders (including the City Council) get to even see the budget. Once they do, only a small group of Portlanders (250 max) get the chance to testify for 2 minutes at a public hearing. The City Council has less than two months to review, revise and amend it. We can do so much better than this.
The record for participatory budgeting around the globe is clear: it is a proven way to increase the number and diversity of people participating in public budgets especially when done with enough money, repeatedly, in a process that is open to all, and is evaluated and improved over time (all of which Measure 26-267 mandates). Participatory budgeting takes public budgeting out into the community in a far more transparent process in which people can propose public investments vetted by city staff and then vote to select them in a process open and accessible to all residents (not just voters). Research by the Urban Justice Center found that the majority (57%) of participants in New York City identified as people of color, nearly half (44%) were low-income (< $50,000 a year), and one in five cast their ballots in a language other than English. The number of votes cast in New York’s participatory budgeting has grown steadily, from 6,000 the first year (2012) to over 200,000 in 2026 while the amount of funds allocated grew from $5 million to $34 million. Parisians allocated over 80 million euros and engaged 8-10% of the city’s population last year. Even the new, one-off process in Seattle during COVID attracted over 4000 residents, 17 times the amount who testified in Portland’s 2026 budget hearings. To realize mass participation through participatory budgeting you have to commit to recurring cycles, allocate enough funds, open it to all residents (not just voters), and evaluate and improve it over time. Measure 26-267’s mandate for participatory budgeting incorporates all of these best practices.
The debate over Measure 26-267 is not about whether Portland has the money. Portland does. It is not about whether it will expand the number and diversity of people engaged in city budgeting. It will. The debate is about whether the Mayor, the City Council, and lobbyists and insiders who jealously guard budgeting power in Portland will be forced to give up a little of their power. It is only through the bottom-up solutions provided by Measure 26-267, Your 2 Cents PDX, can Portland begin addressing the crisis in public trust over how our city manages the public purse.
Sincerely,
Jim Labbe

#PNW leaders bolster security ahead of 2026 election, 2 years after #BallotBoxes were destroyed

"A big push right now in Oregon and #Washington is making sure your #MailInBallot is protected when it is on its way to be counted.
"With ballots heading out starting Wednesday, election leaders in both states are taking extra precautions after explosive devices destroyed ballot boxes in #Multnomah and #Clark counties during the 2024 election season.
Two years later, despite having security video from near one of the ballot boxes, no one has been arrested."

Police violence in Portland in the summer of 2020 cost the city (i.e., taxpayers) at least $2.7 million in lawsuits and settlements.
That's the same police bureau later found in contempt of court for violating a June 2020 court order against the indiscriminate use of tear gas.

How much longer will YOU let the Domestic Terrorism to go on?
What is "Domestic Terrorism"?
https://en.wikipedia.org/wiki/Domestic_terrorism says:
"Domestic terrorism or homegrown terrorism is a form of terrorism in which victims "within a country are targeted by a perpetrator with the same citizenship" as the victims. There are various different definitions of terrorism, with no universal agreement about it.Unlike domestic terrorism, state terrorism is that perpetrated by nation states, but is not considered such by the state conducting it, making legality a grey area."
What is "Sweeping homeless people"?
https://en.wikipedia.org/wiki/Homeless_encampment_sweep
"A homeless encampment sweep is the forced removal of homeless people and their property from a public area. It may include routine sanitation cleanups, which displace homeless residents for a few hours, to the permanent dislocation of individuals or communities. Often called "encampment resolutions" or "clean-ups" by local governments, they are alternatively labeled "sweeps" by advocacy groups."So, Why fuck are you allowing this UN-constitional practice to go on??? Vets swore to defend the country against this shit, WHY THE FUCK ARE MY FELLOW VETS NOT STANDING UP???

Officials point to shelters as a step toward reducing homelessness, but fail to consider the factors pushing people away
by Mikayla Mesko September 3, 2026
An alternative vision to shelters
"The family shelter at Path Home takes these factors into account and addresses them by utilizing a trauma-informed care approach.
" 'Trauma-informed care is basically the understanding of what’s going on in the brain when someone experiences something as stressful as homelessness,' Tuck said.
"Path Home is the first shelter in Oregon planned with intentional trauma-informed design and architecture, Tuck said.
"Things like the materials used in the architecture and the quality of the furniture all play a role.
" 'So, it’s things like a big connection to nature,' Tuck said. 'We have real plants, indoors and outdoors, everywhere. It’s about natural materials — we use real wood floors. Lots of natural light. We have stone and water features.'
"Privacy and comfort are also important factors that Path Home takes into account.
" 'All the families have their own individual private bedrooms with doors that lock, so they have true privacy,' Tuck said. 'And they have real beds and real furniture and tables and chairs. They’re not sleeping on mats or cots.' "
