Yes; plus I’ve seen some population surveys** reporting large proportions of respondents that are *very* concerned but who also under-estimate (by a lot) just how concerned others are. This situation could be holding the majority back - we all know how people prefer to act in groups. Perhaps this angle could be harnessed?** Sorry I don’t have the source to hand, will try to find & return with it; may contain some other insights. Perhaps someone here knows more?
