PKP PLK proposes a radical overhaul of replacement bus funding in the 2027/8 network rules. Instead of refunding operator costs of replacement transport caused by track work, PLK would pay a fixed sum for every train-km subject to replacement, and only when the cause is solely due to an unplanned line closure or extension of a planned closure.This has attracted much criticism from train operators, who rightly note that bus transport cannot be equated to rail, with route lengths and costs varying widely.

Well, PKP PLK walked that back after protests from train operators (who, among others, argued that they don't always even have control over which track their train gets told to stay on, so why should they have to pay for PLK staff decisions). Moving back to HRJ, there is one detail I don't think was included in the report - the government is finally promising timetable normalcy! The number of timetable periods is to be decreased step-by-step until only two remain, starting in Decmeber and June. PKP PLK signed a contract for the construction of a fourth track between Pszczółki and Pruszcz Gdański on the main line to Gdańsk. PKP PLK has unveiled plans to significantly improve connections between Świnoujście, Szczecin and Wrocław for freight, including a new yard near Goleniów and many adjustments to enable longer trains and improve capacity. They say it is the beginning of "corridor thinking" at Poland's national rail infra manager.

PKP PLK is looking to build platforms at a freight station currently known as Warszawa Jelonki and supposed to become Warszawa Ulrychów, presumably to match the nearest metro station. A key step towards resumed construction of the Łódź (regional) cross-town tunnel has been taken last week, with the voivode issuing an expropriation order for four tenement buildings (damaged in the incident that resulted in it being frozen, I believe) and a supply order for the tunnel-boring machine involved. They will all be taken over by PKP PLK, the national rail infrastructure manager. This was enabled by special amendments to the Law on Railway Transport that went into force at the end of January. Apartment and building owners will be paid compensation sometime in the next four months, while the owner of the TBM will be compensated once the work is over and the machine is returned. Of course, table 234 did *not* get get updated for this occasion. Aside from usual PLK tardiness, it looks like the voivodeship, which manages the line on its own, and PKP PLK spent the winter months tussling over the names of the halts (I guess since PLK runs the passenger information system, they get to impose their station naming regulations even on others' infra lol). The voivodeship proposed "Bielawa Camping Sudety" and "Bielawa Góry Sowie", PLK demanded changing to "Bielawa Jezioro" and "Bielawa Południowa", but they got convinced to allow Góry Sowie, at least

Heute vor 35 Jahren hat die deutsche Bundespost die PLK abgeschafft.
Ich vermute, vielen jungen Leuten dürfte die Abkürzung und Nutzung der Postlagerkarte unbekannt sein.
Als ich die kryptischen Adressen mit PLK zuerst in Cracktros auf dem C64 in den 80ern gelesen hatte, wusste ich auch noch nicht, was das ist.
Nach dem Wechsel zum Amiga hatte ich es dann kennengelernt. Ein Bekannter hatte sich auch eine PLK zugelegt, um an "neuen Stuff" zu kommen und hatte Sorge, dass ihn beim anonymen Abholen in der Kleinstadtpost trotzdem Leute kennen.Den Dienst "postlagernd" gibt es wohl weiterhin, aber ist laut diesem Bericht nicht mehr zu empfehlen, da zu unbekannt:

From the May/June 2026 issue of Z Biegiem Szyn, a very rare example of an independant one-man railway publication that scrutinizes things the rail industry would rather keep quiet about. You can read all issues in the original Polish at https://zbs.net.pl :
- Railway regulator UTK finds PKP PLK deliberately skipped fixing flaws or outright downplayed them on certain lines, which resulted in several derailments last winter. The infrastructure manager outright admitted to skimping on maintenance for lines awaiting delayed overhauls despite receiving billions of PLN from the state budget for this purpose every year.
- On 26 April, a tire (https://en.wikipedia.org/wiki/Railway_tire) crack on an InterCity train running the Łódź-Warsaw-Tricity route resulted in delays country-wide as PKPIC decided to limit all carriages with the same type of wheelset to 140 km/h until the cause of the incident could be determined. This covered about a third of all PKPIC trains, and the author points out that even after DB decided to replace tired wheelsets with monobloc ones across the ICE fleet after Eschede, PKPIC continues to have them retained during car overhauls.
- An increase in maximum speeds on the Nasielsk-Sierpc route to 100-120 km/h has increased the number of level crossing accidents - only a handful has been fitted with barriers. There have been 3 accidents in 2023, before the overhaul, 6 in 2025, and 4 in the first four months of 2026 alone. This has been a significant source of strain on Koleje Mazowieckie's Diesel rolling stock availability (and budget)…And all that is just the second page alone

PKP PLK has signed a contract for design work on building extra passing loops between Władysławowo and Hel. Only design, because funding for the actual building work has yet to be secured. Czytam, co w nowej wersji aplikacji #PortalPasażera #PLK (czyt. co zepsuli), a tu okazuje się, że ichni programiści odkryli właśnie kompresję danych.
Znaczy się, od lat aplikacja pobiera praktycznie codziennie nowe "słowniki" (wszak baza stacji może zmienić się każdego dnia!), zawsze trwało to długo, i nagle okazuje się, że nie używano kompresji. Co dalej? Może odkryją Last-Modified i zaczną pobierać tylko wtedy, kiedy coś faktycznie się zmieni.

Ech, w tym artykule martwili się, że włączenie GSM-R pozbawi nas Radio-Stopu, zastanawiałem się - ale w sumie czemu miało by być to niemożliwe, skoro instrukcje mówią, że na połączenie alarmowe należy reagować zatrzymaniem pociągu tak szybko, jak to możliwe?
…Okazuje się, że Czesi sobie dorobili Radio-Stop do GSM-R jako rozszerzenie. Nasi, widać, nie pomyśleli, bądź obawiali się wzrostu kosztów czy komplikacji przy wdrażaniu… -
Leo Express will open a ticket counter at Warsaw West on Sunday, March 1, along with the launch of their Warsaw offer. In better news, PKP PLK has determined some relatively minor work can bring the Rybnik-Chałupki line from 60 (north of Wodzisław) and 80 (south of Wodzisław) (and apparently some 30 point restrictions) to 120 km/h. Additionally, the fromer passing loop near Czyżowice (https://www.bazakolejowa.pl/index.php?dzial=stacje&id=13027&okno=start) will be rebuilt. This is expected to improve travel times by up to 4 minutes. An interesting, and kind of worrying, note from Zaufana Trzecia Strona, a known Polish infosec portal: It appears that last month PKP PLK deployed some kind of anti-scraping measure in Portal Pasażera that randomly skewed all reported train times up to an hour either way when it decided a request was suspicious. After a bunch of feedback from confused passengers (the author describes having encountered the bizarre behavior on a normal Polish mobile connection) it was disabled after a few days… And is now apparently back, but only one third of the time. Please be careful, and double check with posters/other trip planners/station signs if you see the portal suddenly not reporting delays!
