@lukeharby not a botanist but I like searching for stuff like this. spider mites seems to be the closest contender. See If you can see tiny red dots within the web. There’s also a fungal thread blight, and wooly aphids, but the pictures I find online are nowhere near that uniform distribution like in your photos.
Also, I’ve seen such questions under #plantid and #bugid tags -

Hey #FediVerse I have a #Botany question.
This shrub is just up the road from me, I pass it on my dogwalk.
I think there are two species along the row, one of them seems to be almost entirely covered in webbing or what look like cobwebs. The webbing appears to be only on the more browned parts of the plant.
I've lived here almost 30 years and don't recall seeing this phenomenon. Or at least I think I don't.
Anyone know what this might be? My guess was that it's some form of protection for the plant against something.
And also if there is a specific hashtag to use let me know.

I call this stuff "sawgrass" because it's extremely sharp. You can walk past it, not even realize you brushed up on it, and then discover your legs are covered in long cuts.
It has red rhizomes (because it drinks your blood, I'm sure). I've never seen it flower. It grows in shallow soil and disturbed areas. These are in a tropical wet climate on Hawai'i Island.
Do you know what plant this is?

I took a cutting of the Japonica plant. I also took a cutting & 2 seed heads from this plant - Veronica pinguifolia - which is native to NZ but popular with landscapers here on Vancouver Island. It produces multiple, gorgeous, small white flowers in Summer. Their seed heads are pretty too.

#Cotoneaster #berries. They're similar to firethorn plants but are thornless with serated leaf margins. Their flowers & fruits are toxic for humans but have excellent #WildlifeValue.
These are #larval food plants for several insects. Their flowers attract many #pollinators. Their fruits are eaten by multiple birds - blackbirds especially love eating these berries in Winter.
It's been cultivated by landscapers for wildlife value & soil erosion prevention. It's grown in many public & private areas around here - I see it almost everywhere. Birds have spread their seeds afar.I don't know which variety of cotoneaster this is - there are a lot of varieties.
Spotted at Burnside Medical Clinic parking lot.

I took these #cuttings in late summer, but unfortunately did not note what they were from. I would guess they are #Crataegus, but I am surprised by the size of the leaves and the absence of thorns. Something from the edge of the forest/wild hedges, eastern France. Native species are C. monogyna, C. laevigata, C. rhipidophylla etc.

I can't get a plant identifier to get even close to IDing this plant with the yellow flower and spiky leaves. It showed up this year in my wildflower patch; it's the only one. The subsequent blooms have been yellow, but with orange in the center. Probably a weed, but one person's weed is another person's flower.
