COAL MINING: Plans for UK’s last outstanding opencast mine rejected near Ammanford
Plans to extend an opencast coal mine in Carmarthenshire have been thrown out — the last outstanding proposal of its kind anywhere in the UK.
Carmarthenshire Council refused the application for the Glan Lash site near Ammanford, where Bryn Bach Coal Ltd had wanted to dig for 85,000 tonnes of what it called “premium quality anthracite”.
According to planning documents, the company had applied to extend the mine across 10.03 hectares — around 25 acres — and said the scheme would have created 11 jobs.
It is the second time the company’s plans have been turned down since the opencast mine closed in 2019.
The refusal notice, signed by the council’s head of place and sustainability Rhodri Griffiths and dated 4 June, sets out seven reasons for refusal — almost all centred on the environment.
It says the scheme would adversely affect protected woodland and hedgerows, with the council pointing to the permanent loss of woodland it described as an “irreplaceable habitat”.
Council ecologists said the woodland on the site was 138 years old and supported an “exceptional” number of breeding birds, and that new planting could not replace it.
The council also raised concerns about peat, saying the proposal would cause “the unacceptable disturbance, degradation and loss of peat soils and associated irreplaceable peatland habitat”.
It warned this would harm “biodiversity, ecosystem resilience and carbon storage functions, contributing to climate change and the loss of an important carbon store”.
A further reason concerns a rare butterfly. The notice says the council was not satisfied, “beyond reasonable scientific doubt”, that the Caeau Mynydd Mawr Special Area of Conservation marsh fritillary population would not be harmed.
The marsh fritillary is one of the UK’s most threatened butterflies, a European-protected species for which the area is considered one of the best sites in Britain.
The council’s own landscape officer also weighed in. While he judged the visual impact of the smaller, revised scheme would be limited, he warned the loss of mature woodland was “of greater concern” and could not be readily mitigated in the short term.
The company’s consultants strongly disputed key findings. Its hydrogeologists argued there was no peat on the site at all — a certified soil scientist’s survey, they said, found “peaty loam”, which is not peat — and that the protected area was fed by surface water, not by groundwater the mine would disturb.
They also argued the scheme would ultimately benefit nature, restoring rare grassland and managing it for 17 years in a way that could help the marsh fritillary return.
In its application, Bryn Bach Coal said it had developed “a niche non-thermal market for premium quality anthracite”.
It said there was demand for its coal from industries ranging from water filtration and battery production to green steelmaking.
The campaign group Friends of the Earth Cymru welcomed the refusal.
“This brings to a close years of campaigning, but it also brings a stop to Wales’ last opencast coal mine,” its representative Jenny Lloyd told the BBC, adding it was now an opportunity to remediate the land “for nature and the community”.
Coal Action Network said there were now no live applications for new coal mines anywhere in the UK.
The decision follows the closure of the UK’s largest opencast coal mine, Ffos-y-Fran above Merthyr Tydfil, which shut in 2023 after its operator was refused an extension.
Wales now has one remaining deep mine, at Aberpergwm in Neath Port Talbot.
Bryn Bach Coal has six months to appeal. The BBC reported it had been approached for comment.

SWANSEA CITY: Planners give fan zone the green light in principle — but the club has got some work to do
The principle is fine. Planners have accepted that a covered fan zone capable of holding more than 1,700 supporters behind the South Stand at the Swansea.com Stadium — with self-pour beer taps, a big screen and bierkeller bench seating — is an appropriate use of the site. The site is in the right location, it serves an identified need, and the planning history supports it.
But the response is detailed, and AFL Architects have a fair bit of work to do before a formal application can go in.
The most immediate problem is trees. The plans appear to show the building line coming right up to the row of trees along the southern edge of the active travel path — the walking and cycling route that runs along the northern edge of the site. Planners say those trees must stay, and the building will need to pull back to accommodate them.

Planners want a clearer design solution for how fans arriving at the fan zone will safely coexist with cyclists and pedestrians using the path.
The fan zone site sits in the same rapidly developing part of Swansea as the proposed new home for the Landore Park and Ride, which is being studied for relocation to Alamein Road just across from the stadium — a sign of just how much development pressure is building up in this corner of the city.
The area is moving fast in all directions — and construction on the £49m Skyline Swansea cable car and luge attraction began today, with earthworks starting on Kilvey Hill and groundworks under way at the Landore Park and Ride basecamp.
On design, the architects are told to go further. Planners want vibrant colours on the exposed steel framing, clerestory windows, a butterfly truss to bring in natural light, and an entrance canopy that takes design cues from the triangular structures of the stadium and the adjacent footbridge. The view toward Kilvey Hill — where the Skyline cable car could one day be visible — is flagged as an opportunity to exploit from the mezzanine level.
Accessibility is a gap in the current submission. The plans include a mezzanine level — which planners support — but say nothing about how wheelchair users and people with mobility needs will reach it. External lifts are recommended, and planners suggest making them a visual feature rather than something bolted on as an afterthought.
South Wales Police have also had their say, and their concerns are serious. They want physical hostile vehicle mitigation — barriers meeting security standard ISO 22343-1 — to prevent vehicles being used as weapons against crowds arriving at the fan zone. CCTV coverage, appropriate lighting, and measures to lock down the structure when not in use are also required.
And then there’s Martyn’s Law. The club will need to demonstrate how the fan zone complies with the Protected Duty under the legislation introduced following the Manchester Arena bombing. Given the venue’s capacity of more than 1,700, it falls within the enhanced tier — meaning formal security planning is not optional.
Noise is another issue. Residential properties in the Copper Quarter, including seven-storey apartment blocks with river-facing balconies, lie to the east. A designated Quiet Area sits around 70 metres away. A Noise Impact Assessment will likely be required, and the club needs to set out clearly what hours it proposes to operate — including for non-matchday events.
On the question of location — the site is outside a defined retail and leisure centre, which requires justification under planning policy — planners are broadly satisfied. They accept the fan zone serves a specific need linked to the stadium and couldn’t simply be relocated to a nearby retail park.
But they want the formal application backed up by stronger evidence: Championship fan zone comparisons, supporter experience data and the club’s own fan engagement plan would all help make the case.
There’s also a drainage note worth flagging for the architects. A sewer pipe runs beneath the active travel path to the north of the site, which could constrain construction.
The architects now have the full response and will be working on revised proposals. The club has publicly said it wants the fan zone ready for the 2026/27 season — a timeline that is looking tight but not impossible if a revised application moves quickly through the system.

PORT TALBOT: The Victorian bank that’s stood empty since Barclays left — now someone wants to turn it into 13 homes
Walk past the old Barclays on Station Road and you’ll see one of the best-looking buildings in Port Talbot — ornate stonework, an arched entrance, sash windows, the lot. It’s been locked and gathering dust for more than three years.
A developer called LIFE Property Group wants to change that. They’ve applied to Neath Port Talbot Council for permission to convert the building into 13 affordable one-bedroom flats.
Local MP Stephen Kinnock shared the plans on Facebook this week and urged residents to have their say before a decision is made.
The building dates back to the 1800s and is officially recognised by the council as a Building of Local Importance. The plan is to leave the famous stone front completely untouched — all 13 flats would go into a new three-storey block at the back, while the ground floor offices at the front would stay in commercial use.
Barclays shut its Port Talbot branch in 2021 as part of a national wave of closures, and it wasn’t the only one — HSBC pulled out of the town around the same time. The empty buildings they left behind have become a familiar sight on Station Road.
But according to the planning documents submitted with the application, Station Road has quietly been changing for years. The former police station up the road has already become a block of modern flats, and a series of other properties along the street have been converted since 2010.
The developer’s planning consultants argue this shows the council is open to sensitive modernisation of the area — and that bringing the old bank back into use fits that pattern.
Just half a mile away, work has started on a 43-home development on the former Dyffryn School site, and older flats in the area have had major eco refurbishments. After years of closures and empty shopfronts, there are at least signs of life.
The site sits in a flood risk zone, so a separate flood risk report has been submitted alongside the planning application. According to the documents, the flats would be built slightly above ground level as a precaution.
The plans also include solar panels on the new roof, cycle storage and wildlife boxes for bats and birds.
No housing association has been named to manage the flats yet, though the developer says talks are under way with several potential partners. All 13 units would be classed as affordable housing — well above the 25% the council typically asks for from new developments, according to planning policy documents.
The development would include just two parking spaces at the rear — so residents would be relying heavily on public transport. Port Talbot Parkway station is a short walk away, with direct trains to Swansea, Cardiff and London.
