cOAlition S announces its 2026–2030 strategy, guided by a refreshed, shared vision: a scholarly communication system that enables rapid, open, transparent, and equitable sharing of trustworthy scientific knowledge.
🟠 Three strategic priorities will guide the next phase:
✓ Strengthening the foundations for full, immediate, sustainable, and equitable open access
✓ Supporting digital infrastructure that enable open access
✓ Exploring financially sustainable and equitable publishing systems while monitoring their impact"As research funders, we want our funding to foster the public good of science through open practices, recognising multiple pathways to open access and working collaboratively with other key stakeholders", says Mari Sundli Tveit, Chair of the cOAlition S Leaders Group.
🟠 The strategy builds on seven years of work since Plan S was launched, while addressing new opportunities and challenges, including Article Processing Charges, equity issues, and the implications of artificial intelligence for scholarly communication.
"We are building on seven years of proven impact while preparing for the challenges and opportunities that will shape the next five years of open science", highlights Lidia Borrell-Damián, Chair of the cOAlition S Executive Steering Group.

#Plan_S put a time limit on its support for TAs (end of 2024). But that only applies to the funders who belong to #cOAlition_S. It doesn't apply to the many universities signing this kind of agreement. The uni agreements expire after x years (usually 3) but can be renegotiated and renewed indefinitely. For my objections to these agreements, see #BOAI20, Recommendation 4.

Update. More coverage of the #cOAlition_S proposal, with a few comments from me.
https://www.nature.com/articles/d41586-023-03342-6 -
The group behind #Plan_S is proposing a more radical revolution for science publishing:
:oa: https://doi.org/10.1038/d41586-023-03342-6
The new plan wants all versions of an article and its associated peer-review reports to be published openly from the outset, without authors paying any fees, and for authors, rather than publishers, to decide when and where to first publish their work.
-
#cOAlition_S is calling for public comments on its proposal for steps "Toward Responsible #Publishing".
https://www.coalition-s.org/blog/introducing-the-towards-responsible-publishing-proposal-from-coalition-s/"The new proposal is anchored in two key concepts that extend #Plan_S:
1. Authors, not third-party suppliers, decide when and what to publish…
2. The scholarly record includes the full range of outputs created during the research cycle, and not just the final journal-accepted version."
-
https://www.nature.com/articles/d41586-023-03342-6
'as a whole, the proposal “is describing a system that is completely different from today’s mainstream forms of scholarly communication” ... "authors post their preprints openly on dedicated platforms and submit their paper for review; academics manage the peer-review process at no charge to authors; and peer-review reports, revisions and editorial decisions are published openly" '

https://www.coalition-s.org/blog/transformative-journals-analysis-from-the-2022-reports/"Of the 2,326 titles in the TJ programmee..695 titles (30%) met or exceeded their #OpenAccess growth targets and remain in the TJ programme. 1,589 titles (68%) failed to meet their OA growth targets and will be removed from the TJ programme."

#cOAlition_S (#Plan_S) reiterates that transformative agreements (aka offset agreements, read-and-publish agreements) should be transitional. It will drop its financial support for them at the end of 2024. Supporting them further "would significantly increase the risk that [they] will become permanent and perpetuate #hybrid #OpenAccess, which cOAlition S has always firmly opposed."
