PG&E Executives misappropriated funds for DECADES. Instead of spending money maintaining their infrastructure, they pocketed it in the form of bonuses, or they paid it out to their shareholders.

Now they've amassed a huge amount of infrastructure debt from all those years of neglect, and they're shell-gaming to get the money from ratepayers.

The effect is the precisely the equivalent of simply stealing the money from ratepayers and giving it to executives and shareholders.
