Perquisition enacts social contract, a promise that if one makes all the right [righteous] choices, one gets all the choices.
Hedonism is an ethic of pure self-satisfaction: the right choices are those that bring one pleasure.
For hedonism, pleasure is good and proper. For perquisition, pleasure is a byproduct of redemption of and by promises.
Perquisition leads to FOMO. The hedonist, satisfied, is not beholden to promises of everything.

It isn't that the federated model was co-opted. It is that those for whom the system was designed have consolidated the state of constant low-level social conflict maintained since well before even 1691.
