It's an annual discussion for #payroll around the year-end holidays: Are gift cards considered taxable income? Is there a threshold for considering them taxable (the elusive ‘de minimus' amount)? What if a manager gives them out but does not ask for reimbursement from the company? What if.... the list goes on.

My take on it - a conservative approach, I admit (but why play compliance roulette?) is that it's all taxable any way it's delivered. Make it easy for people to report these transactions to payroll, and gross them up so that the employee is not impacted with additional tax. You can be compliant without being a Scrooge!
