  1. As my head has been full of all the #PassengerPackage stuff this week, I have barely had a moment for any other railway news

    For tomorrows newsletter I have:
Bullshit meter - ICE-L to Oslo
Good news - FS wins a contract to rebuild a Serbian line
Bad news - the Wunderline re-opening is delayed again

But did anyone have a Very Bad Week I have missed?

  3. That state owned railways trade body CER would not like the #PassengerPackage was to be expected

That they'd be quite so incoherently critical was interesting and worrying too

Time for a course correction, as I explain here 👇

  8. This one rail ticket / #PassengerPackage stuff in the past 24 hours is for me that weird moment when what I work on everyday temporarily goes mainstream Some followers of mine stop and think “I wonder what Jon thinks?” while many more happily boost the exaggerated Commission line and news stories

  11. Some of this discussion about #PassengerPackage makes me think I’m losing my mind

This stuff isn’t easy. There are big sums of money at stake. There won’t be only winners

But the amount of spurious and obviously disingenuous arguments deployed by supposedly intelligent people is quite extraordinary

  13. And I’ve got state railway sock puppets commenting on #PassengerPackage on LinkedIn telling me the proposal is against the OSDM implementation the industry has done (it’s not) and will only assist US tech

What’s with these people? I get you might defend your employer, but why use arguments that are obviously bollocks?

  15. State railways this week

CER (state railway trade lobby) in Brussels
“Big evil US tech platforms will cream off our profits if the EU gets its way with ticketing reform!”

    DB Regio
“Hey Google, here’s a load of data so you can sell our tickets!”

    Hypocrites.

  17. In the end at least there’s this: the European Commission’s #PassengerPackage as drafted is not a step backwards, and it might put a few things right. It won’t make anything worse in its current form. Sure, I’d not have done it this way. But it’s not a backward step. That’s something.

  20. I suppose in the end I am the weird one regarding #PassengerPackage

I want a workable outcome, that works for occasional passengers, and regular passengers, and does not overly burden railway companies. And have done enough thinking to know what that outcome is

Pretty much no one else is is approaching the conundrum this way

  22. I still don't, at heart, get it 😡

Why is the European Commission picking such a big fight with state owned railway companies in #PassengerPackage, in order to defend a slogan driven policy?

The Commission could get a better outcome and less opposition with one change: ticketS not ticket.

  30. I had most of the #PassengerPackage leaked to me yesterday afternoon, and that allowed me to prepare my response, getting it out in a timely fashion: jonworth.eu/how-the-gospel-the

I cannot imagine the main trade associations did not have the same leaks I did?

  32. It's quite amusing

#PassengerPackage is the most important legal proposal on rail from the Commission this year, perhaps even in the whole 5 year term

    Trade lobbies CER:

    And ALLRAIL:

So far: NOTHING AT ALL! 😳

  34. If you're an occasional cross border rail traveller, #PassengerPackage might help you If you do it regularly, it might even make some things more complex And rail companies have heavy burdens to handle with this

  35. If your 🚆 journey: - crosses only 1 EU border - involves normal tickets - you're booking 5 months ahead or less then today's #PassengerPackage from the Commission is OK If it: - crosses more than 1 border - involves passes or reduction cards - you're planning long ahead ... then problems persist

  36. Agh, the journalists *mostly* want to talk about airline fuel, not the proposal 🤷‍♂️ #PassengerPackage

  42. The EC has presented its #PassengerPackage

It sure does not lack in ambition to improve passenger rights and enable a fair and neutral ticketing market, and this ambition is great.

Proposed implementation contain many details that won’t work in practice, however. Hopefully there will be flexibility in the policy process to adopt changes necessary and ensure the fundamentals of passenger rights and fair data sharing & access remain and actually get passed in the end.

  43. Reminder: this is just the Commission proposal for the #PassengerPackage

It has to go to the EP and the Council from here

There is ZERO CHANCE it's going to not going to be amended!

  44. We're now talking about airlines in the press conference 🤷‍♂️ #PassengerPackage

  45. Basically in this #PassengerPackage the Commission seems to have in mind someone who takes a train once a year on holiday, not people who ever do this even semi regularly.

  46. This is not going to work. #PassengerPackage

There is a SINGLE TRANSACTION obligation to get rights - see transport.ec.europa.eu/documen

BUT that means that IF you have some ticket already - a Klimaticket for example - and want to add something on to that, you are left without rights
