I know some leftists use the word differently, but most Americans refer to it as "majority rules" which by its very nature is oppressive to the minority, not to mention antithetical to individual rights.
I'm a dreamer too. I believe in #panarchy ; the idea that every man has a right to choose his government as he has a right to choose his religion. Democracy is certainly less offensive in such way, though I'd probably choose a government that only allows work-place democracy.
Many believe that the more local the government the easier it is to keep in check. My experience, however is quite different. The UN has never come knocking at my door, the local police who have nothing better to do than threaten life or treasurer for my grass being too long. Not to mention anyone who's lived in an HOA is well aware those which govern least let the power go to their head.

If you come across something interesting, please let me know. 😺 On the other hand, the concept of multiple co-existing systems is quite popular in #anarchist contexts ("world in which many worlds fit", bolo'bolo) regardless of the term. -

CW: A look at Próspera, the charter city taking shape in Honduras
… It’s all the information I could collect on Próspera from basically every public source, plus some non-public ones. It’s about a private tech city and a prosperity vision and all that. But it’s also about - - - well, people talk a lot these days about “systemic change”. But usually that means something like fiddling with tax rates or ending the filibuster. What if you could actually change the system? Say “this system we have, the one that’s letting all these people starve and suffer violence and die of preventable diseases - I don’t care for it. Let’s try something else”? Yes, this is about startup governments and investment opportunities and blah blah blah, but it’s also about trying to fight global poverty by radically changing the rules of the game that makes it possible.

Then again, Max Nettlau identified with communism and revived the term #panarchy. However I get the impression this was highly heterodox even in his own time, and today I don't hear any anarcho-communists who associate with this term whatsoever.

CW: Nevada bill would allow tech companies to create governments
Democratic Gov. Steve Sisolak announced a plan to launch so-called Innovation Zones in Nevada to jumpstart the state’s economy by attracting technology firms, Las Vegas Review-Journal reported Wednesday.
The zones would permit companies with large areas of land to form governments carrying the same authority as counties, including the ability to impose taxes, form school districts and courts and provide government services.

CW: Первая контрактная юрисдикция Prospera
Проспера - чартерный город, стартовавший в этом году на острове Роатан в Гондурасе.
Проспера имеет статус муниципалитета, находящегося в особой зоне ZEDE, дающей широкие возможности для организации самоуправления.
Интересно количество различных международных групп, участвующих в формировании данной юрисдикции:
Управляет городом частная международная компания Honduras Próspera LLC, зарегистрированная в США. Ей формируется городской совет, который позднее (при большем числе резидентов) будет наполовину избираться местными жителями. Со стороны правительства Гондураса в правительстве города также существует особый надзорный орган, функцией которого является мониторинг соблюдения законодательства Гондураса, действующего на острове.
Функции арбитражного суда выполняет также частная компания Próspera Arbitration Centre, работающая по английскому прецедентному праву. Уголовные дела остаются в юрисдикции обычной судебной системы Гондураса.
Правоохранительная система имеет три пути формирования: собственный полицейский департамент, частные поставщики и (по запросу) помощь со стороны национальных, либо иностранных правоохранительных инстанций, вплоть до Управление по борьбе с наркотиками США.
В создании правовой системы Просперы поучаствовала группа либертарианцев из Института Конкурентного Управления, также там использованы правовые рамки касательно референдумов из законодательства Лихтенштейна, князь которого, к слову, тоже либертарианец, и некоторые другие наработки.
Созданием системы Электронного Резидентства для Просперы занимается группа, участвовавшая в создании e-Residency в Эстонии (самой продвинутой в этом плане страны в Европе), а первым застройщиком будет британская компания Zaha Hadid Architects, известная своими концептами современных модульных архитектурных дизайнов и целым рядом подобных проектов.
