Чужой код, свои патчи. Зачем компании инвестируют в open source
Open source компонент редко остается неизменным после того, как попадает в большой продукт. Если команде не хватает нужной функции, библиотека плохо стыкуется с внутренней системой или выпуск обновления безопасности не укладывается в запланированные сроки, то в ход идет доработка собственными силами. Часть изменений в таком случае отправляется в исходный репозиторий, тогда как остальные годами живут в отдельной ветке. В конце 2025 года Linux Foundation Research опросила 567 специалистов о том, как их организации работают с такими изменениями. Результаты вошли в февральский отчет «ROI for Open Source Software Contribution» . Формально исследование посвящено финансовой выгоде от вложений в open source, но нас в отчете больше всего заинтересовала практическая часть. По таблицам из отчета можно понять, что именно компании дорабатывают, когда отправляют код авторам проекта и в каких случаях сохраняют собственный форк.

日本內閣於 2026 年 7 月 21 日閣議決定《邁向數位社會實現的重點計畫》，首次在閣議決定層級寫明政府將設立 OSPO（開源程式辦公室），設於數位廳，預計 2026 年度早期成立，為日本政府部門首例。

https://www.digital.go.jp/policies/priority-policy-program這份計畫把主軸從 DX 升級為「AX/DX」。AX 指的是「所有組織都以 AI 為前提，從根本重新檢視決策方式與業務流程」——不只是把既有流程數位化，而是在 AI 已成為前提的情況下重新設計組織如何運作。最終目標稱為「AI 驅動型國家」：民眾不必自行查詢制度、跑公所、一項項辦手續，而由 AI 代理人依本人意願自主取得資訊、提出建議並自動完成資料串接。
OSPO 就放在「政府 AX/DX 基盤自律性強化」這一章底下，理由不在省錢，而在自律性。對外（outbound）把應作為標準推廣的軟體以開源釋出，供其他行政機關、地方自治體與民間廣泛使用，降低整體社會的開發成本；對內（inbound）在政府系統開發中積極採用市場上的 OSS，同時管理未知漏洞與惡意程式碼植入等風險，藉此提升開發效率、快速導入新技術，並迴避廠商鎖定。OSPO 負責建立 OSS 利用與釋出的統一治理，並作為與外部開源社群協作的核心組織。
AI 部分同樣以主權為軸。計畫提出「AI 主權」，要求在資料、運算基盤、模型、營運四個層面確保自律性、替代性與耐遮斷性：行政系統不應與特定業者的基礎模型緊耦合，原則上透過共通介面呼叫推論，並隨時保有可切換的複數選項。理由包括寡占後的漲價與服務中止風險，以及海外模型的輸出傾向會受國外法制與價值觀影響。政府自研的生成式 AI 環境「源內」也規劃 OSS 化，並與東協等全球南方國家共創協力。

cc @Gina .. it is perhaps not an #OSPO theme as Adyen isn't open source, but certainly a #sovereignty thing that may be interesting to pass on to various #Dutch #government agencies, if they use #Stripe out of convenience.
Some of the cost savings are discussed in the HN thread in the top comment with an observation that "Payment processing costs are a scam", and it fits well with efforts to move away from the dependence on #Visa and #Mastercard onto #Wero (the successor to the Dutch #iDEAL payment system).
