Basically, I am saying that if you do NOT distinguish between a #system and a system's #culture, then "culture" becomes a chicken-and-egg problem. A myth. A curse. A god. Which it is not.

Culture is merely the shadow of a system. No more. No less.

In complexity, top-down and bottom-up organization ceases to be effective, because the market, or the "outside" takes on the steering. This is why we need to empower the periphery: We need to decentralize decision-making to market-bound teams, and let the center serve the periphery.
