On each occasion, the outbreak was brought under control through quarantine, but the virus has spread from person to person on several occasions.We know that this virus can have an incubation period of 7 to 50 days before the first symptoms appear.
Even if it may not be the same specific hantavirus (although it originates from Patagonia and represents "only" 12.5% of the cases), the very least they could have done was to test everyone on board – BECAUSE THIS VIRUS IS ALSO A SUPER-SPREADER – and shorten the quarantine period accordingly.
