I could have them serving these zim files from kiwix pretty easily.
I guess now the question turns to sneakernets
Once you have your #OfflineInternet infrastructure in place, how do you keep it updated? How do you trust those updates? Is the Offline Internet still a communications platform, or just a broadcast platform?

This is somewhere that Dat's mutable torrents would be really useful, honestly.
