América Latina, el protectorado de la élite energética y tecnológica de Estados Unidos

Cuando la presidenta agradece al que se llevó al presidente (El Tábano Economista)
El podio de mármol de la Asamblea General de las Naciones Unidas ha escuchado durante décadas llamados a la paz, a la cooperación y al fin de las desigualdades. El 22 de septiembre de 2026 escuchó otra cosa. Donald Trump subió a esa tribuna y habló como quien dicta condiciones. Amenazó con “aniquilar” a Irán. Celebró haber detenido a “un criminal, un dictador” llamado Nicolás Maduro. Reivindicó el derecho a usar la fuerza militar en cualquier punto del hemisferio occidental si considera que hay una amenaza. Y, refiriéndose al petróleo venezolano, soltó la frase más antigua del poder: “Al vencedor le pertenecen los despojos”.
Delcy Rodríguez, presidenta encargada de Venezuela, estaba presente y escuchaba. Al día siguiente subió al mismo podio. Agradeció explícitamente a Trump y a su gobierno por “su disposición a retomar el camino de las relaciones diplomáticas y de cooperación”. Calificó de histórica la reunión bilateral. Valoró el acuerdo energético como uno de los más grandes jamás firmados. Habló de “renacimiento”. Prometió elecciones sin fijar fecha. No mencionó a Maduro. El tono no fue de denuncia. Fue de alineamiento y gratitud.
Esa secuencia —el vencedor reivindicando el botín y la autoridad local agradeciendo en el máximo foro mundial— es la imagen más nítida de un protectorado de facto. No hay tropas de ocupación permanente ni anexión jurídica. Hay tutela. Estados Unidos controla los recursos estratégicos, gran parte de los ingresos y las condiciones de la transición. El gobierno interino mantiene la fachada de soberanía y colabora abiertamente.
El precedente es grave. Un Estado poderoso puede entrar en territorio ajeno, secuestrar a un jefe de Estado y juzgarlo en sus tribunales bajo la etiqueta de “aplicación de la ley”, sin autorización del Consejo de Seguridad. La Carta de las Naciones Unidas prohíbe el uso de la fuerza contra la integridad territorial o la independencia política de cualquier país. La inmunidad de los jefes de Estado en ejercicio también queda vulnerada. Cuando un miembro permanente del Consejo de Seguridad actúa así y el sistema solo emite declaraciones, las reglas se revelan selectivas. La ONU se convierte cada vez más en escenario de legitimación o de queja, no en mecanismo real de contención del poder.
Pero Trump no improvisa, ya lo hemos dejado en claro en otros artículos, por lo que seguir la secuencia resulta reveladora. Los discursos de la ONU (amenaza a Irán, celebración de la captura de Maduro, afirmación de primacía hemisférica seguidos al pie de la letra, son la expresión pública de una cadena de documentos que se viene ejecutando con disciplina. El Project 2025 de la Heritage Foundation que aportó el plan de gobierno y de personal. El libro de Elbridge Colby, La estrategia de la denegación (The Strategy of Denial), suministró la teoría: denegar a China la hegemonía en Asia, especialmente en torno a Taiwán, concentrando recursos y eliminando distracciones. La Estrategia de Seguridad Nacional 2025 y la Estrategia de Defensa Nacional 2026 tradujeron esa lógica en política oficial: prioridad en el Indo-Pacífico y fortificación del hemisferio occidental. El Plan estratégico del Departamento de Estado para los años fiscales 2026-2030 coronó el edificio. Su Objetivo 2 se titula sin rodeos “El hemisferio occidental y el establecimiento de la Doctrina Donroe”.
Trump es el ejecutor ruidoso de un manual escrito antes. La “estrategia de denegación” de Colby exige que EE.UU. no pelee en dos frentes de gran potencia al mismo tiempo. Por él Europa debe asumir más carga, Medio Oriente debe “gestionarse” o neutralizarse, y el hemisferio occidental debe quedar asegurado como patio trasero estable, libre de influencia china/rusa y de amenazas (migración, drogas, gobiernos hostiles). Solo así se puede concentrar fuerza real en el Indo-Pacífico.
En el esquema que une cada uno de los documentos, las élites estadounidenses son el sujeto principal cuyas necesidades se atienden. América Latina funciona, en esta lógica, como la góndola del supermercado que abastece energía y minerales críticos a bajo costo relativo y con control geopolítico. Trump no inventa el menú: ejecuta lo que esas élites requieren para mantener primacía tecnológica y militar frente a China.
Ya no se trata solo de expulsar influencia militar extra-hemisférica como la doctrina Monroe de 1823. Ahora incluye contrarrestar a China y Rusia en lo económico, en la infraestructura y en la deuda; fortalecer alianzas estratégicas en la región, y reprimir carteles y narcotráfico, incluso con fuerza si se considera necesario. La captura de Maduro, el control del petróleo y la normalización con Rodríguez son la aplicación concreta de ese capítulo.
El complejo militar-industrial es el gran beneficiario estructural. Requiere reindustrialización de la base de defensa —submarinos, misiles, drones, municiones, construcción naval— para desplegar capacidades de denegación en Asia. Un hemisferio estabilizado libera presupuesto, atención y plataformas. Lockheed Martin, RTX, Northrop Grumman, General Dynamics, Huntington Ingalls y el ecosistema de contratistas firman acuerdos de largo plazo y una narrativa que justifica presupuestos elevados.
Silicon Valley y las grandes tecnológicas de inteligencia artificial necesitan dos insumos en escala masiva: energía barata y abundante, porque los data centers consumen gigavatios, y minerales críticos —litio, cobre, tierras raras, níquel, cobalto— para baterías, chips y electrónica. El petróleo venezolano ayuda a mantener precios energéticos competitivos. El Triángulo del litio y el cobre de Chile y Perú, bajo mayor influencia estadounidense, reducen la dependencia de cadenas controladas por Beijing. Microsoft, Google, Amazon, Meta, Nvidia, AMD y Oracle ganan seguridad de suministro.
El sector energético estadounidense —Chevron, ExxonMobil, ConocoPhillips y las empresas de servicios como Halliburton y Schlumberger— encuentra en la rehabilitación de la industria petrolera venezolana contratos, inversión y participación en la renta. La minería de minerales críticos y el capital financiero que financia defensa, energía e infraestructura completan el círculo de ganadores.
América Latina no es el fin. Es el medio. Energía para alimentar data centers y la base industrial. Minerales para baterías, chips y sistemas de defensa. Estabilidad política y exclusión de China y Rusia para garantizar el suministro a largo plazo. Las élites locales que colaboran, como se vio con Rodríguez, administran el territorio, legitiman los acuerdos y capturan una porción de la renta. El valor agregado y el poder de decisión permanecen del otro lado. Por eso, una elección, no cambia la influencia.
El resto —gobiernos, poblaciones y parte de las propias élites regionales— queda como variable de ajuste dentro de un esquema de primacía hemisférica diseñado para sostener la carrera tecnológica y militar de Estados Unidos. Lo que se exhibió en la ONU no fue un incidente. Fue la confirmación pública de quién manda, quién agradece y para quién trabaja realmente el protectorado.

Wir reden viel über Krieg, Aufrüstung und Waffenlieferungen. Das klingt schnell nach Politik in Berlin, nach großen Konzernen und weit entfernten Fronten. Aber manchmal beginnt die Geschichte direkt vor der eigenen Haustüre.
Zum Beispiel in Freiburg. Dort sitzt LITEF, ein Unternehmen, das Navigations- und Sensorsysteme entwickelt und produziert. LITEF gehört zum US-Konzern Northrop Grumman. Und die Produkte aus Freiburg werden auch für militärische Anwendungen eingesetzt, darunter Raketen, Torpedos und militärische Fahrzeuge.
Heute gibt es dazu in Freiburg eine Veranstaltung mit dem Friedensaktivisten und nach eigenen Angaben auch noch Optimisten Jürgen Grässlin.
Für @RDL sprach ich mit Jürgen Grässlin im Vorfeld der Veranstaltung über die Rüstungsindustrie vor unserer Haustür, die Verantwortung von Unternehmen, aber auch die Frage, ob aus einem Rüstungsstandort tatsächlich ein Produktionsort für das Leben werden kann und wie mit der @freiburg in Dialog getreten werden soll, um sie mit ins Boot zu holen.

Yesterday, Northrop Grumman's Cygnus XL spacecraft, launched last Saturday, April 11, reached the International Space Station and was captured by the Canadarm2 robotic arm. Astronaut Jack Hathaway, assisted by his colleague Chris Williams, conducted the slow maneuver to move the Cygnus until it docked with the Station's Unity module after about two hours.
