The weather is frequently featured. I always know the season, and it figures into descriptions. It neither hinders nor leads to erotic interactions. There is a lot of plot between erotic scenes. But when they occur, they are lurid.

My last erotic novel (they have been shorts since) is set in Japan and features some very kinky ladies, a reluctant Mistress into high-risk exhibitionism, a persistent D&S sub, and an asexual voyouer. Japan isn't ready for this threesome. So I would say repressed.
